The following request was referred to the Oity Manager for consideration and report:

The Honorable .N~yor ~nd Members of the
Portsmouth, Virginia.

"Portsmouth, Va.,
Oity 0cunoil,

June 6th, 1925.

~entlemen:
Being desirous of sprinking our manufacturing plants, and in order to get the
lowest possible rate, it is necessary that we have an eight inch connection with the city
water main on High Btreet. We, therefore, request that we be given this privilege.

The City ordinance regarding fire sprinkling systems requires that a meter be put
on the service main the size of same, which in this case will require an eight inch meter.
We feel that this is an unnecessary burdeD to us and will yield the city nothing. We, there-
~ore, think it is an unneoessaryburden to put an ma~fac~ringpl~nts, especially in view
of the fact that the sprinkler system is not connected up with any other water system through-
out the plant, consequently there cou~dnot possibly be any loss ~c the city. -

In view of the above facts, we request that you relieve ~um from the installation
of a meter on this line.

I will be pleased to appear before the Council or the Finance Committee and explaim
our position i~lly if you deem same necessary.
