<br />Gentlemen:-
<br /> The undersigned the Portsmouth Wharf & Warehouse 0ompany, hereby bids on the lease
<br />of the South half of the East end of Henry Street, East-of' a point One Hundred and Thirty-four
<br />feet East of the East side of First Street, for a term as long as the property adjoining
<br />Henry Street on the North side is used by the United States of America, for Lighthouse Purposes,
<br />but not, however, to exceed a term of 30 years, said lease to be in the form~and subject to
<br />the conditions set forth in the ordinance of the 0ity of Portsmouth, adopted April 28th, 1925,
<br />entitled, "An Ordinance providing for the lease of the North half of th? East end of Henry
<br />Street, and the South half of the East end oft Henry Street. The undersmgned offers for said
<br />lease the sum of Two Hundred and Thirty-Five~Dollars, the same being the rental-for, the fall
<br />term of said lease~and- one-half of the costs of advertising said ordinance. ~A certified check
<br />for the said sum of Two Eundred and Thirty-five Dollars, payable to the 0ity of Portsmouth,
<br />is enclosed herein.

<br />0ommerce for the north half of the east end of Henry Street, for $"235.00 be accepted.

<br />N wish ~o make it clear that these gentlemen are discharged solely on account of their in-
<br />eligibility for appointment as regular officers. Experience convinces me that only officers
<br />should be held on~ the substitute force who both as regards' age and all other qualifications
<br />are entirely eligible for appointment to the' regular fo:oe. The three gentlemen named are
<br />all beyond the age limit."

<br />W. L. Davis in effecting a satisfactory settlement with the War Department of the contract
<br />between that Department and the Oity cf Portsmouth ~overing the improvements made by the
<br />Federal Government to our water supply system. M~. Davis's interest, energy and clear pre-
<br />sentation of the details of the problem had a most marked effect in getting satisfactory terms
<br />for th~ Oity and ! wish to commemd him particularly to your consideration.~
