<br /> After careful investigation of the proposal to construct a vehicular bridge across
<br />the Southern Branch of the Eli~eth River, connecting the Berkley and Portsmouth sides of
<br />the River, Between the present Norfolk amd Portsmouth Belt Line and the Virginian Railway
<br />Bridges, your Oommittee wishes to report as follows:

<br />FIRST: That we do not favor the Building of a bridge as suggested between the
<br />NOr-~Ik &Porrsmouth Belt Line Railroad bridge and the Virginian Railway bridge,
<br />entailing another draw to ~e negotiated by Steamer and other wa~er~ traffic,
<br />which would in ou~ opinion obstruct navi~tion.
<br />
<br />SECOND: That we do favor the general principle of better communication between
<br />the conm~nities involved, preferably financed Dy public funds and operated by
<br />the tnt~ested communities.
<br />
<br /> We, therefore, recommend that until some concrete plan is submitted for the
<br />complishment of such a purpose, that the Board of DirectOrs of the HsmptonRoads Maritime Ex-
<br />change oppose the building of the Bridge as at present suggested.
