<br /> The 0ommittee of Five, who were appointed as a Board of Con~rot for the_Special
<br />Community Advertising Fund which has been sub4cribed by the Citizens of the Norfolk Portsmouth
<br />community, are preparing plans for administering this Fmmd and have completed a survey of the
<br />subscription in hand. We find that some of the subscriptions are Conditional upon the procum-
<br />lng of subscriptions aggregating $100,000 per year for three years. We are firmly convinc~
<br />that the Norfolk-Portsmouth community, wit~ its many needs for exploitation, is entitled to
<br />~ fund of $100,000 per year for three yesme, and we further believe that m~y of those who
<br />save suPPOrted this movemen~ were in realit~ subscribing to a fund of $100,000 per year for
<br />three years, and we have therefore concluded to make a strenuous effor~ to increase the sub-
<br />scriptions to this Fund, hoping to reach the original goal of $100,000 per year for three years.

<br />Gentlemen:-
<br /> 'Herewith the r esi'dents and Property owners of West Park View present their petition
<br />of the quick restoration of the Spratley Street bridge connecting West Park View and Park View,
<br />and which was several weeks ago damaged by fire. Since that time the bridge has been complete-
<br />~y barricaded at both ends thus working a very great inconvenience Sn citizens on both sides
<br />of the bridge as well as on merchants desiring to ~ke delivery of merchandise to their patrons
<br />in West Park View. But the inconvenience extends ~urther than ~he immediate residents, of
<br />West Park View; it presents the use cf Spratley Street as a general thoroughfare for communica-
<br />tion between the several parts of the City.
<br />
<br /> With the Spratley Street bridge out of commission only one mode of ingress and
<br />egress to and from West Park View is left and that is by way of Leckie Street. Except for a
