9th. "X am forwarding herewith copy of a letter from Mr. Alexander O~ Ferebee asking
expression of opimion from the 0ounoil as to the desirability of erecting a hotel in Ports-
mouth, and as to whether it should be located on the Municipal property.

As X understand it, the Council has an informal-agreement with the 0hauber of
Commerce as to the Municipal property at Washiagton and Nigh ets. and until the Chamber
intimates that it no longer has this site under consideration, no other commitment should be
made as to the property.

As to %he general t~s~e, X ~hink the Council migh~ well express its views that
a hotel is desirabl~ 'in Portsmouth and that its attitude would be ~o ~ive every legitimate
encouragement' tca proposition which is soundly financial. #

The following is the enclosed communication:

"Norfolk, Va,, July 10,
Momorable Cityi~er & City Council,
City of Portsmou.th~ Va.

Gentlemen:
We have been retai~ed as architects by a certain group of citizens of Portsmouth,
Va., who propose to erect, furnish and .operatea modern fire-proof, hundred room and b~th
hotel in the 0ity of Portsmouth.

We have under considerat'ion at this time three sites in Portsmouth where this hotel
can be erected, one of which is the lot now owned by the 0ity on the corner of Nigh and Wash-
ington Streets.

The purpose cf this commumication is to get an expression from you as to the de-
sirability of erecting a hundred room hotel in Portsmouth at this time and whether it should
be located on the m~anicipal property as above mentioned.

There is a strong sentiment among our Portsmouth group that this hotel should be
erected on you~ Nigh and Washington St. property and for this reason and realizing the need
of a modern hotel in Portsmouth, we feel that your favorable consideration of this proposition
can be most expressed By negotiating terms which will enable our clients to finsmce the pro-
position.

We wish to be distinctly Understood by you that ne obligation is assumed by you
in this transaction as it is the purpose of our clients to take over the property and erect
the hotel as a private undertaking.

Should this proposition meet ~ith your approval, w~would desire, of course, an
option for the necessary time to prepare plans and specifications, ascertain our costs and
arrange the necessary finances to successfully ca~ry throngh the p~positiom.

Awaiting your reply, we are,

Uours very truly,
