As it is illegal for the Oity to make the appropriation requested, it is recommended that it be not allowed. The estimated cost of this drain is $12,S~O~OO. The Navy Dep~r~ment has offered ~o smpply all m~terial for the d_rain a~d to ~o~e$2,25o.0o in cash towards its construstio~ The value of the material donated is $3,311.~5 making the total contribution by the Nawy~epAr~ment $5,561.85. The Or, ford Place Oorp'n. offers also to contribute $500.00 towards~the construction of the dm~in. This would leave ~he amomut to be~supplied bY'the Oity $6,258.15-. Z am satisfied ~hat the increase in values a~ Swimming Point resulting-from th~ construe tics will more tD~n offset the conl~rtbution by the 0ity .and Z amtheremore re.commencing a special appropriation of $6,25~.15 for this purpose from current i~nds to ~e reimbursed ~later from a bond issue. Earlydecision on this question is desired by the Naval amthorities. On motion, the recommendation was referred to the Finance Committee. 2nd. The extension i~West Pamk View would -cover three re Terrace a~d would cost $~5~.00. The extemsion i~ Elizabeth place is would cost $?~O.00. The total carrying charges on this expendi~re will be about received from the residences served will pro~ably be a~out $500.O0. t seems a considerable s~m to expend for a few ~eside~ces, the return in taxes , seem ~ the expenditure.
