<br />following communication and resolution were read from the Portsmouth 0hamber of
<br />
<br /> "Portsmouth, Virglmia, November I8, 1925.-
<br />
<br /> For some months a strong committee of the Portsmouth 0hamber of 0ommerce, con-
<br />sisting cf Messrs. W. Jennings 0rocker, Sol Fass and O. S. Sherwood, Jr., assisted by some
<br />of the most able men in the city, h~s been making a study and investigation of the indus-
<br />trial water rate situation in Portsmouth with the view in mind of making it more attractive
<br />for industries already lccatedKere and for prospective industries.

<br /> "~E~REAS the industrial water rate o~ Portsmouth is. much higher than that of its com-
<br /> petitive cities, including its nearest competitor, Norfolk,
<br />
<br /> WH~.REAS, the water rate in Portsmouth is such as to make it practically impossible
<br /> for new mndustries, which use large amounts of water, to locate here; and fmrther, that
<br /> local industries are being forced to dig wells because of the almost prohibitive water rmtes,
<br />
<br /> THERE~0RE, BE IT RESOLVED, That we, the officers and dire0tors of the Portsmouth
<br />Chamber of Oommerce, believe that there should be established in this city a flat industrial
<br />w~ter rate of eight cents per thousand gallons and
<br />
<br /> FURTHER RESOL~mD, that we request the City Council. to hold a special meeting as soon
<br />as possible when directors of the Portsmouth Chamber cf-$ommeroe and representatives of
<br />local industries m~y ~ppear befora the Oouncil to subs~a~tiate its claims that a flat
<br />~Ludm~trial water rate of eight cents shouldbe granted.

<br /> The following resolution of the Portsmouth 0hamber of Commerce was read and referred to
<br /> the Oity Ms~ager:
<br /> "November 18, 1925.
<br /> WHEREAS the National Fire Protection Association of Boston, Mass., has expressed itself
<br />as be~g very much impressed with the serious lack of men and apparatus in the Portsmouth
<br />Fire Department, a~ evidenced in part by the attached data, and has urged that the Fire
<br />Prevention Oommittee of the Portsmouth Chamber of 0ommerce take under consideration the ad-
<br />visability of asking for a resurvey of the City,
<br />
<br /> WHEREAS this committee of the local Chamber of Commerce has made a carefal study of the
<br />conditions in the city as ~hey exist today, compared with the s~rvey of 1915 and its supple-
<br />mental recommendations of 1921,
<br />
<br /> WHEREAS the Committee discovered that very few of the recommendations of the National
<br />~ard of Fire Underwriters, as outlined in their reports of 1915 and 1921, have been carried
<br />out and that re,arvey of the city now might me~u that a heavy penalty would be imposed upon
<br />the city,
<br />
<br /> T~EREFORE, BE IT RESOLVED, that we, the officers and directors of the Portsmouth Chamber
<br />of Commerce, accept the recommendationsof the committee that no resurvey be asked, but that
<br />existing recommendations be co~plied with and further,
<br />
<br /> RESOLVED that we earnestly urge the city authorities to not only refrain from forci~
<br />the fire department to retrench but to make every effor~ te carry out the recommendations
<br />of the National Board of Fire Underwriters, in order to give the city~he very best rating
<br />posstbl~, to reduce fire hazard to a ml~irm~m, to increase proteetion ~ the maximum and
<br />thus bring about a reduction in insurance rates.
