<br />will be created in this city. We only state this as a matter of business because what we ask
<br />is of matual benefit to both the city of Portsmouth and ourselves.

<br /> tention to unfortunate delay that h~s occurred ~n the matter of opening the channel to Scott,s
<br /> 0reek entrance and the necessity of prompt action if business is to survive and present taxable
<br /> values accruing to the city of Portsmouth, as the result Of business developmeht on Scott's
<br /> 0reek in the Northern Section of the Gity are to be maintained.
<br />
<br /> This concern has many thousands of dollars invested on Scott's 0reek. The channe~
<br />entrance from the river has become ver~much closed ~ud boats are now unable to get in for
<br />delivery and o~ shipments as should be possible.
<br />
<br /> We respectfully request that your body take action officially requesting the
<br />U.S. Army engineer to give prompt consideration to a special recommendation to the War De-
<br />partment to the end that this 0ongress m~y consider and give relief desired in the matter
<br />of the opening of a r~quisite cha~el for business that has developed on Scott's 0reek.
