<br /> We beg to acknowledge yo~rs of the 9th inst., with reference to the proposed bridge
<br />over the Southern Branch, and note that the Finance Oommittoe will not meet before June 21st.
<br />
<br /> In view of the fact that under the law the grantees of the 0ongressional Franchise
<br />are required tc begin work withim a limited time, it is therefore imperative that we at once
<br />take steps to,vail ourselves cf the permission granted by 0engross. Should it happen that
<br />in the ,futmre the City of Portsmouth or ~he 0ounty of Norfolk, or both, shomld ~esire to ae-
<br />qmire this franchise, we will be then pleased to'consider the m~ter in the light of conditions
<br />existing at that time.

<br /> We regret that the 0ity of Portsmouth w~s unable to consider the offer contalnod in
<br />letter of Jfzue 5th tc General Jervey, prior to the date there~n setfor its expiration~.
