Should it happen that <br />in the ,futmre the City of Portsmouth or ~he 0ounty of Norfolk, or both, shomld ~esire to ae- <br />qmire this franchise, we will be then pleased to'consider the m~ter in the light of conditions <br />existing at that time. <br /> <br /> We regret that the 0ity of Portsmouth w~s unable to consider the offer contalnod in <br />letter of Jfzue 5th tc General Jervey, prior to the date there~n setfor its expiration~. <br /> <br />Yours very truly, <br /> <br />O.
