<br /> "In reviewing the work of the last six years, it is not intended to create the impression
<br />that any par~ie~alar credit is due myself other tha~ the confidence on my ps~v~ that the work
<br />authorized through the vision and wiAdom of the Council has, with the ass~stance~ef the various
<br />departments been economically ~n~ well constructed or performed.
<br />
<br /> In 1~20, the 0ity of Portsmouth had eighteen miles of paved streets and twenty miles of
<br />sews=s; i~dequatc water ma&~s were fom~d in ~any parts of the City, there was a lack of fire
<br />hYdra,ts ~ud ~ serious deficiency in street l~ghting. The Oity was without~ks a~d h~d a
<br />single ~udeveloped playground. Xts ~ail was in bad shape and was the s~.b~eCt of frequent ~n-
<br />favorable comment ~y the Court. ~y of the paved streets were almost impassable on account of
<br />holes'~ud lack of repair. Its m~rket was s~utiqmated ~ud ~sanitary; its milk supply was not
<br />properly ss~fe~rded ~or w~s the inspection of foods sufficiently ~horough to g~u~ant®e our
<br />citizens against illness and disease caused by impure or improper food. Ou~ citizens were
<br />practically ~t the mercy, fort-anately few ~u n'amber, of thos~ who sold merchandise with short
<br />weights and Short measures.
<br />
<br /> In the six ~yee~rs of the administration just closed, the mile~e of paved streets has been
<br />increased to fortyrfive, the miles of sewers to fifty-eight. A splendid sye~em of s~ormdr~ins
<br />h~s been installed in Port Norfolk, Pinners Point and west High St. and on High st. between
<br />0hestn~ St. and Second Ave~. with minor e~tensio~ and improvements in otherpar~ of the City.
<br />Many miles of curbs and g~tters have been eenstr~eted in ~l~parts of the Oity, rcnderin~
<br />s~its~vy and healthik~l areas which previously had been quite otherwise. The transportation
<br />mol ~the Er~ineezing Department has been largely motorized; the collection of trash and garbage
<br />m~ch improved; streets have~ beau swept more £requentlyand kept cleaner. A new incinerator
