336 November 26, 1926 At a ~neoial meeting o~ the City Council No,em'ocr 26th there were 9resent:' ~ - Messrs-- Vernon Brooks, E. W. Naupin, Jr., Art!~?r Mayo, J. Alden Cast, J. R. Stewart, L. G. Tnmte, 6. Also the City ~&~nager. The following directions were read for the Mr. L. 0. Brin~on, City Clerk &. Auditor, Portsmouth, Va. special meeting: "Portsmouth, November 24th, 1926. Dear Sir:-- 26th, You will please call a speci~ meeting of the 0ity Council for at 8 o'clock p.m., to consider the N~ohinery Tax. Friday, November Very truly yours, Verhon Brooks, President.~ After some discussion of the Machinery Tax, Mr. ~hite moved that our City Attorney be instructed to confer with the City Attorney~o£ Norfolk and see if they can not arrive at some uniform classification of m~chinery for Norfolk and Portsmouth, and that our City Attorney report back to the Council for its consideration and action. The motion was adopted. Then Mr. Cast.moved that in event the 0ouncil orders any refunds to be tax then the same will be m~de without effort on the part of the ta~oayer. The motion was adopted. m~de on machinery By u~a~imous consent, the City ~?nager was granted permission~ to bring -ap the matter of coIlection of taxes on property on whmch the Local Board of Equ~lizmtion has changed the as- sessment. On motion, the following resolution was ~dopted, and the City Manager w~s inst~ac%ed to notify the City Oo£1ector of the s~me: "R~solved, That the owners of property on which the Local Board of Equalization has'changed the assessment will be allowed to make payment on said property during the month of December without penalty; that the owners of property who have paid their %axes and the same bas been reduced by the Board of Equalization will receive a re- fund; ~nd all owners of property whose assessment has been increased by the Board of Equaliza- tion will be billed for the said increase." On motion, adjourned.
