<br /> 1st. An Ordinance~of the Budget Appropriations'for the Oity of Portsmouth, Va. for the

<br /> 2nd. Budget Appropriations for the Operation of the Norfolk ~ounty-Portsmouth Ferries
<br />for the Year 192y.
<br />
<br /> 3rd. An Ordinance Prohibiting Special Appropriations of Money Unless Adopted by Two-
<br />thirds Vote of All the~Members-Elected to the Oity Council.

<br />Portsmouth, Va., f~r the Year 1927, which had been placed on first reading December 28th, was
<br />taken up ~nd read: ~

<br />Mr. White moved that the appropriatioh for "0ourts" be increased by $300. OO,~
<br />the salary of the Judge of the Hustings 00urt bY $300.00. The motion was
<br />
<br /> Mr. White moved that the privilege of the floor De granted to anyone present who wishes
<br />to speak on the Budget.
<br /> The motion w~s adopted, and Messrs. F. T. Briggs, T. W, Nathews, R. A. ~nt, S. B. ~Laylor,
<br />and Mrs. Oora Darden, Mrs. Woodard, and Miss Lelia Deans, spoke~urging an increased eq0propria~
<br />tion for Schools. ~1~ ~
<br />
<br /> Mr. Maupin~moved that Oo~noil go into an executive session for re-consideration of the
<br />Budget. The motion was adopted.
<br />
<br /> Upon rSs~ing the session, Dr. DunfoFd moved that the appropriation for Schools be in-
<br />creased by $8,~00.00, and that the followmng ~esolution be a~opted in connection with same:
<br />
<br /> "There is ~ difference of $16,135.00 between the School Board's estimated budget and
<br />the amount recommended to the Oounci~ ~y the Oouncil's F~nance Oommittee, The Council in
<br />allowing an increased $~,$00.00 in the ~opropriation for Schools, m~kes it ~or the specific
<br />purpose of m~ntaining the sliding scale of teachers~ s~laries. This increase will ha~e to
<br />be compensated for~by the 0ouncil by affecting a saving in some manner in other departments.
<br />We hope the School Board will on its part meet us half way and in some manner save the dif-
<br />ference of $~,735.OO between the amou~ut of the raise and the samoumt originally asked for.
<br />We will exD_eot, however, that if the School Board's estimate of revenue from all other sources
<br />than the City, as shown in the School Budget, exceeds the sum of $~2,531.00, then the excess
<br />accrues and shall be returned to the City."
