<br /> The Board..of Directors of the Retaii Merchan~ts Association has requested that I
<br /> present this ordinamce to the Oouncil. They state that it is a demand not only from the mer-
<br /> chants but from rent-al agents, insura~ee and real estate agents. I find that several cities
<br /> in the State have such an ordimance amd so far as I have been able to form an opinion,
<br /> see no objection to Portsmouth h~ving, one.
<br /> You will note that the reports are to be made to the Oity Collector, who is to keep
<br /> a record of them~ The City Collector's office has a very hard time collecting, personal property
<br /> taxes on account of people moving from place to place ~ud I belisve %his record will be of
<br /> assist~uce to this office in keeping proper check on them. It will also benefit a goodly mumber
<br /> of our citizens.
