<br />held in the name of the City Manager of Portsmouth.

<br />of the Washington Ward Civic League at your last meeting, I beg to make.th9 following report:

<br /> I have had a conference with Mr. Jones, Mr. Newman and Mr. Po~e of the Traction
<br />Company _and'discussed the matter from several angles a~nd they have assured me they will do
<br />all they possibly c~n to improve the service as speedily as possible. I herewith submit written
<br />report from Mr._Pope, Supt., on the subject.,

<br /> Mr. Hanrahan:-
<br />
<br /> Concerning the electric car service which we are nQw opera~ing between
<br />the foot of High Street and Port Norfolk and Pinners Point.
<br />
<br /> This service is routed from the foot of High Street, out$ou~d along
<br />High Street to Mt. Vernon Avenue, thence to Port Norfolk and Pin, ers Point; inbound from. Port
<br />Norfolk ~nd Pinners Point to Sixth Avenue, and High Street~ thence along Sixth Avenue, Columbia
<br />St. Godwin Street, County Street,Effingham St. to High Street, thence eastwardly along High
<br />Street to the loop. The circuitous route by inbound cars is made necessary by reason of the
<br />reconstruction of the tracks in High Street and paving of same. This temporary routing mater-
<br />ially lengthens the time required by cars to run between the foot of High St. and Port Norfolk
<br />and Pinners Point.

<br /> ~The schedule we are now, and have been for several months, operating
<br />provides, in the absence of delays and interruptions which we are ,muable to prevent by reason
<br />of this circuitous routing', as nearly as possible a maximum of seven and a half minutes be-
<br />tween cars from the loop to the E.¥.p. & N. curve,and a maximum of fifteen minutes between
<br />cars from N.Y.P. & N. curve ~ the end of the line at Pinners Point. As a matter of f~ct,
<br />with things going smoothly the time between cars is a little less than the above figures. Our
<br />time points are arranged so as to maintain regular intervals as far as possible.
<br />
<br /> In addition to the above service and in order to make our service
<br />as efficient and convenient as possible we operate during the rush hour~periods additional
<br />service between the loop and the N. LP.& N. curve, which during said periods materially short-
<br />ens the 'headway between cars.
<br />
<br /> As we have explained to you the circuitous routing and the physicial
<br />conditions which we are enoountering under present conditions occasionally, subjects us to
<br />delays and interruptions which under the conditions can not be prevented. However, these
<br />troubles are not frequent and for the greater portion of the operating hours the proper inter-
<br />vals between cars are maintained.
<br />
<br /> We are very hopeful that, weather permitting, we will be able to
<br />complete the track and paving on High street, at an early date, which will ~esult in materially
<br />shortening the running time cf this line, and will aid us in nreventing delays and inter~ptions
<br />which are now entirely beyond our control. '
<br />
<br /> For you~ information, the new cars on order for Portsmouth, I am
<br />advised, will be ready for shipment to us about February 15th. TheM will be put in service
<br />as promptly as practical after their receipt.
<br />
<br /> When the new equipmen~ is received and in service, I believe that
<br />the people will be very ~ch pleased with the service to ~ort Nor~otk and Pinners Point.
<br />
<br /> We wish to assure you that we are earnestly endeavoring to so operate
<br />this service as to make it as attractive as possible under the conditions confronting us, and
<br />to hasten the day that the ikproved facilities will be available.
