<br />inTidewaSer, Vi~giniat Recently, I read an expression of opinion from Rear Admiral W. 0.
<br />0~le, U.S.N., who isc0mmamdant of our Navy Yard, the largest industr~ in Tidewater employing
<br />apProximately three thousanclmen, and ! h~ve this day received a letter from him in which he
<br />states that, in his opinion ~here is no question but that daylight saving is of general benefit
<br />to the community. Re also states that the management of the Navy Yard is in favor of d~ylight
<br />saving, provided the clocks are changed, and feeler%his p~oviso applies to the community in
<br />general, particularly to those who are engaged in fa~m~Ing, otherwise the time between sunrise
<br />and the depur~re of boats and trains upon which produce is shipped will be shortened. Admiral
<br />Oote, at the same time, expresses the hope that the 0ity Oomncil will lookupon the proposition
<br />with favor.
<br />
<br /> There has been some question and there is of course a difference of opinion in re-
<br />gard to it, but I~convinced that if our 0omncil w0~ld go on record in favor of daylight
<br />saving, with the understanding that other leglslatuve bo~ies in this distTict would do likewise,
<br />it would be a forward step for .the commmnit~. X personally think it is a good thing and gladly
<br />recommend it. I am referring it to you for consideration."
