<br /> Er. W. Jennings Crocker, attorney for the Virginia Electric & Power Co., spoke briefly,
<br />and introduced Mr. T. P. Walker, Vlce-Presidentof the 0ompany, who requested that said Company
<br />be gra~ed permission to remove its tracks and discontinue operation of street cars, on Duke
<br />street, between Effing~am street and Elm avenue, and Elm avenue, between Duke and Jefferson
<br />streets. He stated that they would take ca~e of paving between their tracks without queation,
<br />except that they are asking the Oity to do the work on Elm avenue, between Lineoln a~d JefferSon
<br />streets, at an estimated cost cf $~,000.00, to be pmid the 0ity by the 0ompany, as their ~orces
<br />are busily engaged in other work. He also stated ~hat they were planning tc re-r~ute t~~ Nigh-
<br />land park~ dewn Effingh~mstreet to Jefferson, Jefferson to Elm, Elm to Highland; ~hAt
<br />they would be willing to route the lm~e~s Park bus down Lincoln street to Prentis avenue, to
<br />Duke street, to Elm avenue, to Lincoln street, to Deep Creek Boulevard, or that ~hey would be
<br />willing to route buses dow~ L~u~el avenue instead cf Prentis avenue, if the 0ity eo desires,
<br />or in such a~T~way as to give satisfae~z~y service tc that section of the Gity.
<br /> The Oity Manager also spoke on the subject. ~
<br />
<br /> The City Manager brought to the attentio~ of the 0ouncllthe p~ving of Elm avenue, and
<br />requested &~thorlty ~o substiZute for the 1~ ft. p~vement on one side of tracks on Elm avenue,
<br />between Jefferson stree~ and Highland avenue, a 13 1/2 foot strip on either side of tracks with-
<br />5 ft. shoulders, the tracks to be brought' u9 to grade and ~edded in.
<br /> Er. ~aug, assistant Oily Engineer, spoke as mo the desirability of substituting the p~ve-
<br />men~ requested by the Manager.

<br /> After considerable discussion of the two m~tters, Mr. White moved that the following
<br />di~a~ce be. placed on first reading:

<br /> An Ordinance to Amend ~hd ordinance adopted by the Council of the 0ity ~f Portsmouth on
<br />August 2?, 1~6, entitled "An ~rdinance to grant to the Virginia Electric and Power Company,
<br />its successors and assigns, the franchise, right and privilege to construct, maintain and ope-
<br />rate, by e±ec~ricity or any other motive power excep~ steam permitted by the 0ounoil of the
<br />City of Portsmouth, for the term and upon the conditions hereinafter stated, a street railway
<br />or railways together with all curves, cables, conduits ~nd appliaaces to be ~sed in the operation
<br />thereof or in connection therewith upon certain of the streets, alleys and public places of
<br />the Oity of Portsmouth, and the right to use said streets, alleys and puDlic places hereinafter
<br />mentioned for ~ach purposes" by amending a~d re-enacting Exhibit A attached there~ as a part
<br />thereof i~ order that the Virginia Electric and Power 0ompany may be permitted to discontinue
<br />and abandon the operation cf its stree~ railway system on Elm avenue between JefferSon and Duke
<br />streets, and om Duke street between Elm avenue and Effingham street, in the 0ity of Portsmouth.

<br />The motion was adopted, and by the fo!lowing~ vo~e:

<br /> Section l. That the 0ity Olerk be, ~nd he is hereby, authorized and directed to cause to
<br />be published and advertised in the Portsmouth Star, a newspaper published in the City of Porms-
<br />mouth, Virginia, entitled, "An ordinance to amend the ordinance adopted by the Oouncil of the
<br />City of Portsmouth on ~hgustt?, 1926, entitled 'An ordinance to grant tothe Virgini~ Electric
<br />and P~wer Ocmpany, i~s successors and assigns, the franchise, right and privilege to construct,
<br />maintain and operate, by electricity or any other motive power except steam permitted by the
<br />COllUCii cf the 0ity of Portsmouth, for the term and upon the conditions hereinafter stated,
<br />a street railway or railways ~oge~her with all c~rves, turn-cuts, connections, pole lines, over-
<br />head and underground wires, cables, conduits and appliances to be used Lu the operation thereof
<br />or in oonnecmion therewith upon certain cf the streets, a±leys and public places of the Oity of
