<br />Present from the 0ity 0ounci±: Nessrs Brooks, D~nford, Maupz , M~yo, Oast,
<br /> Stewart~ndWhite.

<br />Present from the Supervisors:

<br />Messrs. Old, F~reman, Morrison, Nicholas'and Coleman.
<br />
<br />On motion Of Mr. Old, Dr. Brooks was requested to preside over the joint session.
<br />
<br />Dr. Dunford moved that the meeting be ~opened to the public.
<br /> On a vote the Chairman declared the motion 'loSt by the following recorded vote:

<br />Ayes-m Messrs. Dunford, Ma~vpin, Mayo, Stewart, White.
<br />Nays-- Brooks, O&st, Old, Norrison, Coleman, Nicholas ~n4 F~reme~u.

<br />On motion of Mr. White, Mr. Gwathmey was requested to act as Olerk of the joint session.
<br />
<br />It then became an executive session by the retirement of the public.
<br />
<br /> On the motion of Mr. Old, it was resolved: That a public hearing be had on the charges
<br /> presented by affidavits, filed with the City of Portsmouth, and by them. turned over to the
<br />O~ty of Norfolk, and at that meeting no additional matter would be considered.
<br /> The motion was carried unanlmously.
<br />
<br /> It was ~arther resolved: That a public meeting be'held at the Court Eoom of the Court
<br />of Nustings of the City of Portsmouth, on Tuesd~y,'October 25th, l~2y, at lO o'clock A. ~, um~
<br />til 1 p. M., and from 2 P. M., until adjournment. That the City 01erk of the Oity of Portsmouth,
<br />issue somme_ns or notices to the makers of the affidavits and of the statements which had been
<br />filed,~and to such o~her persons as the persons charged in these affidavits may request. Also
<br />that the~No~arIesw~o took the affidavits be likewise, summoned, and that these summons or no-
<br />tices be hande~ t~ the sergeant of the City of Portsmouth or the Sheriff of Norfolk County,
<br />for service.

<br />Ayes-- Messrs. Brooks, Duuford, Maupin, Mayo, Oast, Stewart,
<br /> White, Old, Foreman, Morrison, Nicholas and Coleman.
<br />
<br /> RESOLVED, That th~ Oity Attorney for the 0ity of Por~mmouth and the Attorney for the
<br />Oommonwealmh of Norfolk-Oeanty,.are requested to represent the City of Portsmouth and the 0ounty
<br />of Norfolk at the investigation, and to ~aestion the witnesses, and the Members of the Oity
<br />Council ef the City of Portsmouth and the Board of Supervisors of Norfolk 0o~uty, will sit as
<br />a ~ury, but having also the right to ask questions. That the complainants and the defendants
<br />shall h~ve the right to be repzesented by Oounsel, if they so desire.
<br />

<br /> RESOLVED, That the Clerk is directed to employ a court stenographer to take the testimony,
<br />the cost of the same ~o be p~id ~ointly by the 0ity of Portsmouth and the County of Norfolk.
