<br />The minutes of the adjourned regular meeting November 1st were read and were approved.
<br />
<br /> The following communications were read from the City Nan~ger:
<br /> 1st. "The request of, the
<br />Tidewater:Oil Co. which was referred,to me at the last meeting of the Council, for the erection
<br />~f two storage tsm~ks for fuels ~nd oils, to be located on the N & P Belt Line and the Western
<br />Branch Remi, hasbeen investigated by me. ! see no reason why permission should not be granted
<br />for the erec2ion._of these tanks under the ~pervision of the ~ire Insoector, as it is an indus-
<br />trial site. The residences on the track is owned by Effie H. Ball~rd~ who has this day written
<br />me a letter stating that she has no objection to the erection of the-tanks. I therefore recom-
<br />mend that the request of the Tidewater Oil Company be granted. Sketch is attached."

<br /> ! want to especially call your attention to the increase of $8500.00 in the appro-
<br />priation for Schools. The school budget attached, fully explains this increase. Other increases
<br />in the budget include $2060.00 additional for elections, as two elections will be held in 1~28;
<br />$~652.00 for maintenance and upkeep of the two new pumping stations. In the drainage acco~mUt
<br />the item of $22~0.O0 for salaries shows an increase for a supervisor who has been formally paid
<br />·rom bond issues which were not carried in the budget. An appropriation of $1312.O0 is included
<br />in the budget covering the City's ahare of the expense of installing a heating system in the
<br />Court House b~Lilding. The totml increase in salaries for the City Government, exclusive Of the
<br />Water Department, is $1741.00. There are several other minor additions to' the budget which
<br />~pproximate $20,$00.O0, ~ud yet the total increase i~ appropriations for l~S over those for
<br />l~?, exdlusive of the Water Department, is only $~60.O0.

<br /> ! am attaehi~to the budget, a detailed statement of certain items which are
<br /> badly.needed. You will also note that in the instance of each increase, an explanation for
<br /> same is given on the ms~rgin of the budget sheet. In a good many cases, the ~opropriations
<br /> made for this year were not ~dfficient. An effort has been made, nevertheless, to keep within
<br />the appropriations. ~ have this year, s~ you well know, t21ed to avoid requesting apecial
<br />!appropriatmons and only two or three essentials were brought to your attention. I have also
<br /> endeavored to have the Department heads use economy and expect to continue this policy during
<br /> the coming yes~r.#

<br /> Mr. Brooks moved that the Budget be referred to a meeting to be called fo~ next Tuesday,
<br />November 15th, at S P.M. The motion w~s adopted.

<br /> The recommendation of the Manager that a special ~ppropriation of $1500.00 be allowed for
<br />Auto ~upply for the bala~ e of the year, which ~ad been laid on the tabie from meetingNovember
<br />!st, w~s taken up.
<br /> On motion of Mr. Brooks, a special appropriation of $1500.00 was allowed for s~me, and
<br />by the following vote:
