L. G. White,~['
Also the City N~r~ger.

Vice-Prebid~nt J. R. Stewart in the Chair~

The minutes of the adjourned regular meeting November 1st were read and were approved.

The following communications were read from the City Nan~ger:
1st. "The request of, the
Tidewater:Oil Co. which was referred,to me at the last meeting of the Council, for the erection
~f two storage tsm~ks for fuels ~nd oils, to be located on the N & P Belt Line and the Western
Branch Remi, hasbeen investigated by me. ! see no reason why permission should not be granted
for the erec2ion._of these tanks under the ~pervision of the ~ire Insoector, as it is an indus-
trial site. The residences on the track is owned by Effie H. Ball~rd~ who has this day written
me a letter stating that she has no objection to the erection of the-tanks. I therefore recom-
mend that the request of the Tidewater Oil Company be granted. Sketch is attached."

On motion of Dr~ Dunford, th~ recommendation of the Man~e~ was concurred in,
following vote:
Ayes-- Brooks, Dunfor~, N~upin,"Oast, Stewart, 5. ~
(Mr. White excused from voting)

and by the

2nd. "I respectfully submit the proposed budget for the year 192S, together with what
believe is a conservative statement showing the anticipated revere for the coming year. YOU
will also note the difference in the appropriations for the various departments of the City
for the year 1927 and those proposed for 192S, in the following comparative statement:

~' 1927

General Government
Protection Persons & Property
Health
Sanitation
Hig_hways
Education
Recreatio~
Charities & Corrections
Public Service
Miscellaneous
~nterest & Sinking. The school budget attached, fully explains this increase. Other increases
in the budget include $2060.00 additional for elections, as two elections will be held in 1~28;
$~652.00 for maintenance and upkeep of the two new pumping stations. In the drainage acco~mUt
the item of $22~0.O0 for salaries shows an increase for a supervisor who has been formally paid
·rom bond issues which were not carried in the budget. An appropriation of $1312.O0 is included
in the budget covering the City's ahare of the expense of installing a heating system in the
Court House b~Lilding. The totml increase in salaries for the City Government, exclusive Of the
Water Department, is $1741.00. There are several other minor additions to' the budget which
~pproximate $20,$00.O0, ~ud yet the total increase i~ appropriations for l~S over those for
l~?, exdlusive of the Water Department, is only $~60.O0.

! am attaehi~to the budget, a detailed statement of certain items which are
badly.needed. You will also note that in the instance of each increase, an explanation for
same is given on the ms~rgin of the budget sheet. In a good many cases, the ~opropriations
made for this year were not ~dfficient. An effort has been made, nevertheless, to keep within
the appropriations. ~ have this year, s~ you well know, t21ed to avoid requesting apecial
!appropriatmons and only two or three essentials were brought to your attention. I have also
endeavored to have the Department heads use economy and expect to continue this policy during
the coming yes~r.#

Mr. Brooks moved that the Budget be referred to a meeting to be called fo~ next Tuesday,
November 15th, at S P.M. The motion w~s adopted.

UNFINISHED BUSINESS

The recommendation of the Manager that a special ~ppropriation of $1500.00 be allowed for
Auto ~upply for the bala~ e of the year, which ~ad been laid on the tabie from meetingNovember
!st, w~s taken up.
On motion of Mr. Brooks, a special appropriation of $1500.00 was allowed for s~me, and
by the following vote:
Ayes--- Brooks, Ikmford, M~upin, Cast, Stews~rt, White,
The recommendation of the ~z~.~er tb~ ~ *~1 ~,
