This increase in passenger traffic is accounted for by ~he opera- <br />tion of the Ncrfolk-Berkley ferry. Had it not been for the receipts for the twenty days of <br />this route October business would have been less than that of September by three or four thousand <br />dollars. <br /> <br />FERRY SERVICE Ferry service d-,~ring the month has, on the whole, been fairly satisfactory. <br />Three boa'ts have been operated during the entire day and four boats during the rush periods in <br />the morning and evening. On Sundays and days when foot ball games were in Norfolk and Ports- <br />mouth, when the fifth boat was needed on the main line and only four boats were in service, <br />the service was not very satisfactory. On November 19th the steamer 'Oolumbia, was temporarily <br />out of commission, leaving ohly three boats to handle the large amount of traffic .occasioned <br />by the foot ball games in Norfolk and Portsmouth. We found it necessary to take the boat from <br />the Norfolk-Berkley run. to the main line for several trips, <br />much unfavorable ~comment ._on the 'part of the Norfolk-Berkley and this, of course, caused very <br /> patrons. <br />MAINTENANCE The only maintenance don~ during the month, other than the usual maintenance, <br />was +~he widening of the first slip in Portsmouth and re su~r~ facing the pavements with Eyrock. <br /> <br />PERSONNEL During the monSh four employees have been dischargedj whose places have been <br />~. Hill__& Oompany were received and ordered to be filed. <br /> <br /> Mr. Stewarm moved that the 0ity Attorney investigate the case of D'Arti and others in the <br /> matter of payment of license tax on shoe repairing establishments, as some have p~id $16.00 <br /> for the privilege of conducting said business and some $26.00. <br /> The motion w_as adopted. <br /> <br /> The Chair had the following ordinance read to the Council by the Olerk, and asked that <br /> Council take note of same: <br /> <br /> "An Ordinance P~ohibiting the Interference by the Members of the City Council with the <br />Appointees of the Oity Manager. <br /> <br /> Be it ordained by the Oouncil of the City of Portsmouth, Virginia, That it shall be un- <br />lawful for any member of the Council of the City of Portsmouth to dictate, give orders, or in <br />any way interfere with the appointees of the Oity MAnager of the Oity, and any member of the <br />Oouncil having city business with such appointees shall transac~ said business through the' <br />Oity Manager.
