<br /> 2nd. "On the ~r~g of ~br~y 5th at 6:00 A. M., as Police Officer J. D. Hogged was
<br />ridi~ on ~gh St. be~een Hatton ~d Pe~l Sts. his ~torcycle skidded on the we% street,
<br />cmu~i~ him to injure his left ~ee. A~ a resul~ of this accident- on Oct-bet l&~ ~ ~
<br />
<br />perxor~d on his knee. He was off duty ~om October 16th to November 1]th, 19~,=incl~ive,

<br />"Portsmouth, Va., Nov. 22, 1927.

<br /> I respectfully report to the following matters which were referred to me:
<br />
<br /> (1) Application of Trustees of Fourth street Baptist 0hutch to be relieved of taxes on
<br />property number 501 Harrison Street, since June 1, 1927..
<br />
<br /> This property since the above date has been used as a parsonage for the church. The
<br />State taw exempts from taxation church property used as a residence for the minister. While
<br />this property is assessed to Mrs. ~ M. Scrimgeour for the year 1927, and the owner can not
<br />compel the City to relieve it from the year,s taxes, yet it has been customary for the City
<br />Council to relieve churches under similar circumstances. The amount of taxes accruing since
<br />June 1st, which the Church is asking to be relieved is $9?.65.
<br />
<br /> (2) Order of court decreasing the assessmemt on certain property of Frank N. Bilisotyand
<br />J. O. Smith.
<br />
<br /> This order was properly entered by the court within the time prescribed for correcting
<br />erroneous assessments, and the application was defended by the Commonwealth Attorney and Oity
<br />Attorney. The property was assessed to B. F. Smith for the year 1926 and should be relieved
<br />of taxes amonnting to $3?.50 for that year.
<br />
<br /> (3) Order of Oourt decreasing the assessment of certain property of Mrs. Annie M. Cuthrietl
<br />
<br /> This order was also properly entered by the court, and the application for the correction
<br />was defended by the Oommonwealth Attorney and the City Attorney. Taxes on the parcel of land
<br />upon which the assessment was reduced should be relieved ~o the extent of $21 for the year
<br />The assessment was made on this parcel ~ud the Bilisoly-Smith parcel for the year 1927 in ac-
<br />cordance with the coumt orders.

<br /> (4) Request of Oity Collector that $10.00 be refunded Charles R. Welton, Agent for Ports-
<br />mouth Improvement Oompany, on personal ~axes for year 1925.
<br />
<br /> In ~a.~king up the tax books for the year 1925, the Portsmouth Improvement 0ompany was cb-rged
<br />with $235. for personal property, when i~ should have been charged with $225, on an assessment
<br />of $10,000. The sum cf $235 was paid, and the error was not discovered until a short time ago.
<br />The su~of Ten Dollars. should be refunded.
<br />
<br />(5) Request of Mrs. Isabelle Whatey that the assessment on the building on her property
<br />Hamilton Avenue for the year 192? be corrected.
<br />
<br /> I find that Mrs. ~haley, through her contractor G. W. Eason, obtained a permit to erect
<br />a new dwelling on her lot on Hamilton Avenue, ~he first of November, 1926. When the Building
<br />Inspector ~ade up his list of new buildings for the year he included this house in his list
<br />and the 0ommissioner of the Revenue assessed it for taxation at a value of $3500. The house,
