48 December 13, 1~27 On motion of Dr. Du~ord, the ordinance was placed on first reading. The following resolution which had been adopted by the joint meeting of the B~ard of Super- v~ors ~f Norfolk COt--_and the City 0ouncil this date at ~0 a. m., was presented. "RESOLVED, That we go on record as favoring thebuit~lng of a new ferry boat, that the Superintendent of the Ferries be authorized to have plans an~ specifications made-for.the same, and that a sum not to exceed $5,000.00 is hereby appropriated for th~ said purpose." On motion of Dr. Dunford, the resolution w~s placed on first reading. NEW BUSINESS A petition was res~l from the Union Holiness Church that,lot ~195 County.street, which is used for Chumch purposes, be exempted from payment o~ Cit~ ~axes. ' On motion of Dr. Dunferd, the petitio~was rexerre~ mo the City Manager and City Attorney. A petition was read from A. A. Bangel to be refunded $10.80 paid for two lots charged to Krmmer and A. A. Bangel whic~ they did not owa. On motion of Mr. White, ~he petition was referred to.the City Attorney. A bill was read from Lloyd E. Warren, er by Order of Court. On motion of Mr. Maupin, a special attorney, to amount of $25.00, for defending a prison- appropriation of $25.00 w~s allowed to pay the bill. A bill was read from R. H. Bagby, attorney, to amount of $25.0O, for defending a prisoner by Order of Court. On motion of Nr..~aupZn, a special appropriation' of $25.00 was allowed_to pay the bill. The following communication was read from J. D. Norris, Sr~ Justice of the Peace for Lee Ward, in reply to communication from the City Council October 2~th with reference to petitio~ from certain~qualified voters of Lee Ward to declare the said office vacant on account of the continued absence from the Ward of Er. Norris~ M~. L. C. Brinson, City Clerk & Auditor, Portsmouth, Va. Dear Sir:-- November 28th, 1927. In reply to your letter of Nov. 2n~ just received, will say, I am a resident of the City of Portsmouth, and the Seventh Ward; also tax payer in the Seventh Ward. Yours truly, J. D. NORRIS, ~R., J.P. Lee Ward~" On motion, the cbmmunication was ordered to be filed. On motion of Mr. Maupin, the p~ivilege of the floor was granted to Rev. E. B. Jo~rner, Pastor of Central M. E. Ohurch, who~preesnted petitions from certain residents on Washington street and streets adjacent thereto, for restoration of bus transportation service on Washington street, and from certain citizens living in Park View as~d attending Central M.E. Church. Mr. Joyner also spoke, urging that some means of transportation be provided on Washing- ~on street, south of High street. On motion of Mr. 0asr, the petitions were re~erred to the City Namager for report as early as convenient. adjourned. On motion,
