<br />The minutes of the regular meeting December 13th were read and were approved.

<br />Mr. 0asr, Chairman of the Telephone Committee, stated that the Committee hoped to have

<br /> AN ORDINANCE OF THE BUDGET APPROPRIATIONS FOR THE CITY OF PORTSMOUTH, VA., FOR THE YEAE
<br />192~.

<br /> Mr. Stewart moved that the privilege of the floor be granted to anyone interested in an
<br />appropriation for the Norfolk-Portsmouth Freigb~t Traffic commission.
<br /> The motion was adopted. Mr.C.W. Johann presented a statement accompanied by letters,
<br />urging that an'aPpropriation be made by the City of Portsmouth for the Freight Traffic commie-
<br />aion, and spoke in favor of the same.
<br /> Meesrs. Haines, Friedman, H.A.V. Parker, S. C. Blalcck, Jno. G. Wa/lace, and C. R. Welton
<br />spoke urging an appropriation for ssme.
<br />
<br /> Portsmouth Freight Traffic Commission. The amendment was adopted, and by the following, vote:

<br /> Arr. White moved that the salary of the 0hief of the Police Department be made $2700.00
<br />instead of $2~O recommended in the Budget, and the salary ef the Chief of the Fire Department
<br />be made $2700.00 instead of $25Z0~ .as recommended in the Budget.
<br /> The amendment was adopted by the following vote:

<br /> Mr. Mayo moved that the pay of per diem men of the Police and Fire Departments be
<br />creased 16~ per day each,
<br /> The amendment was lost, by the .following vote:

<br /> Nays-- Brooks, Naupin, Oast, White,
<br /> Mr. Stewart moved that $3600.00 be added to the Capital Appropriations for the pUrchase
<br />of a street roller, and that same be capita/izod over a period of eight years.
<br /> The amendment was adopted.

<br /> Dr. Dunford moved that the sa/ary of the Clerk to the Civil &-Police Justice be made
<br />$1500o00 instead of $1320.00. The motion was adopted.

<br /> Dr. Dunfo~d moved that $6?.00 be added to the appropriation for "Insurance" for insuming
<br />the boiler at the J~il, The motion was adopted.

<br /> Then Dr. Dunford moved that the Budget be adopted, as amended. The motion was adopted,
