April 9, 2002 WHEREAS, Amendment No. 33 proposes to designate additional properties as "To Be Acquired"; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, religion, familial status, handicap, sex or national origin; and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said Amendment be approved. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That, regarding Amendment No. 33, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 33 meets the requirements of a plan for an urban renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 33, having been duly reviewed and considered, is hereby approved and adopted and the City Clerk is hereby directed to file a copy of said Amendment with the minutes of this meeting." 01-108{E): "A RESOLUTION APPROVING THE 2003 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 2002 COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENT. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended (Act), and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, (Act) financial assistance is provided to enable localities to provide decent housing, establish and maintain a suitable living environment, and expand economic opportunities for Iow to moderate income residents; and WHEREAS, each of the three community planning and development programs (Community Development Block Grant, Home, and the Emergency Shelter Grant) shall be operated on a single consolidated program year; and WHEREAS, the required public hearing has been held and the City Council has reviewed the Proposed 2003 Action Plan's Statement of Objectives and Use of funds; and WHEREAS, it is necessary that this Council take official action regarding the 2003 Action Plan (Plan) to comply with the regulations of the aforementioned Acts; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the Consolidated Plan Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found said 2003 Action Plan's Proposed Statement of Objectives and Use of Funds appropriate to meet the needs of the City and, therefore, acceptable.
