<br /> At a Regular Meeting of the City Council on Tuesday, March 26, 2002,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Daniel M. Stuck, City Attorney G. Timothy Oksman.
<br />
<br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on March 11, 2002, a Called Meeting on March 12, 2002, a Regular
<br />Meeting on March 12, 2002, and a Called Meeting on March 19, 2002, and was adopted
<br />by unanimous vote.

<br />02 - 87 - Presentation:

<br />Proclamation presented to Malhon Parker, P.I.T. Executive Committee Chairman,
<br />Tony Colden, P.I.T. Director and Stanley Quash Assistant P.I.T. Director, for
<br />"Portsmouth Invitational Tournament (P.I.T.) Week".

<br />
<br />02 - 88 - Joint public hearing with the Portsmouth Redevelopment and Housing
<br />Authority to consider proposed Plan Amendments to the 2003 Community Development
<br />Action Plan and proposed Amendments: Number 33 to the Crawford Urban Renewal
<br />Plan, Number 12 to the Park View Conservation and Redevelopment Plan, Number 5 to
<br />the Shea Terrace Conservation and Redevelopment Plan, and Number 3 to the West
<br />Park View Conservation and Redevelopment Plan.
<br />
<br />1. A. Peppy Owens, 1604 North Street, spoke in support of redevelopment project for
<br /> West Park View.
<br />
<br />2. Arden Pfeiffer, 100 Culpepper Road, spoke in support of redevelopment project for
<br /> Shea Terrace.
<br />
<br />3. Ida Kay Jordan, 237 Elm Avenue, spoke in support of redevelopment project for
<br /> Park View.
<br />
<br />4. David McDaniel, 800 Dorset Avenue, spoke in support of redevelopment project and
<br /> action plan for the Tower area.
<br />
<br />02 - 89 - Public hearing on the recommended 2002-2007 Capital Improvement Plan.
<br />
<br />1. Wendy Delvecchio, 3008 King Richard Way, Chesapeake, spoke in support for
<br /> facilities at the Olive Branch complex.
<br />
<br />2. Martin Hill, 191 Lamper Road, spoke on funding being restored to this year's Capital
<br /> Improvement Plan.
<br />
<br />02 - 90 - Public hearing on proposed increases to water, sewer, refuse, stormwater
<br />charges (Commercial/Residential), personal property (boats) and real estate taxes due
<br />to increases in assessment.
<br />
<br />1. Richard White, 5717 Lancelot Drive, Virginia Beach, spoke in opposition to the boat
<br /> tax.
<br />
<br />2. Dwain L. Rodman, 4440 Birch Road, spoke in opposition to the boat tax.
<br />
<br />3. Vanessa Field, 1513 Summit Avenue, spoke in opposition to tax increases.
<br />
<br />02 - 91 - Public hearing on the City's Operating Budget for Fiscal Year ending June 30,
<br />2003.
