Brock. <br /> <br />Shannon Massie Chance to be appointed for a three year term ending March 31, 2005, <br />replacing Mark H. Cave. <br /> <br />DOWNTOWN DESIGN COMMITTEE <br /> <br />Reginald J. "R.J." Hayes to be appointed for a three year term ending January 31, 2005, <br />replacing Elizabeth Psimas. <br /> <br />Stephanie C. Ratcliff to be appointed for a three year term ending January 31, 2005, <br />replacing Ann Douglas Smith. <br /> <br />INDUSTRIAL DEVELOPMENT AUTHORITY/PPIC <br /> <br />Carl L. Hardee to be appointed to fill an unexpired term ending December 31, 2004, <br />replacing Harrison Perrine. <br /> <br />TIDEWATER COMMUNITY COLLEGE BOARD <br /> <br />Dr. Richard D. Bliss to be appointed to fill an unexpired term ending May 31, 2006, replacing <br />Elizabeth Kemp. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />02 - 95 - Items Submitted by Council Members <br /> <br />There were no items. <br /> <br />02 - 96 - Non-Agenda Speaker <br /> <br />1. Bill Stuart, 145 Dekalb Avenue, spoke in opposition to closing Highland Biltmore <br /> Elementary School. <br /> <br />2. Ernestine Derleth, 427 Gloucester Avenue, spoke in opposition to closing Highland <br /> Biltmore Elementary School. <br /> <br />3. Ronald Reed, 5911 Bertrand Street, spoke in opposition to employment of new <br /> Assistant City Manager and the responsibility of code enforcement. <br /> <br /> <br />
