March 12, 2002 02 - 75 - Adoption of a motion to approve an agreement between the City of Portsmouth and the Virginia Department of Transportation for construction of improvements to Clifford Street. The City's share of funds for the project is $110,438, which have been appropriated from the Capital Improvements Fund. Recommendation: · Adoption of a motion to approve an agreement between the City of Portsmouth and the Virginia Department of Transportation (VDOT) for construction of improvements to Clifford Street. Purpose and Need: · VDOT has completed the bidding process and is preparing to proceed with the Clifford Street improvements, which includes replacement of the Clifford Street Bridge. Final approval requires that the City sign a City/State agreement for the project. The project will be administered by VDOT. Financial Impact: · The funding distribution is shown on the attached agreement. The City's share of funds for the project is $110,438. These funds have been appropriated from the Capital Improvements Fund. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve an agreement between the City of Portsmouth and the Virginia Department of Transportation for construction of improvements to Clifford Street, and was adopted by the following vote: Ayes: Benn, Griffin, Pitts, Robinett, Whitehurst, Holley Nays: None - New Business - 02 - 76 - Boards and Commissions There were no appointments. 02 - 77 - Items Submitted by Council Members (a) all seven members of City Council, the City Clerk was requested to have available for consideration a motion to rescind City Council rejection of the proposed resolution pertaining to item 02-58, which was taken on February 26, 2002. 1. Lelia Webb, 351 Middle Street, spoke in support of this item. 2. William Hale, 154 Webster Avenue, spoke in opposition to this item. 3. Vanessa Fields, 1513 Summit Avenue, spoke in opposition to this item. Motion by Mr. Pitts, and seconded by Mr. Griffin, to consider a motion to rescind City Council rejection of the proposed resolution pertaining to item 02-58, which was taken on February 26, 2002, and was adopted by the following vote: Ayes: Benn, Griffin, Pitts, Robinett, Whitehurst, Holley Nays: None 02 - 58 - Adoption of a resolution authorizing the City Attorney or his designee to acquire by eminent domain proceedings, property located at 233 High Street necessary for the enlargement of the Children's Museum of Virginia.
