March 12, 2002 <br /> <br />02 - 75 - Adoption of a motion to approve an agreement between the City of Portsmouth <br />and the Virginia Department of Transportation for construction of improvements to <br />Clifford Street. <br /> <br />The City's share of funds for the project is $110,438, which have been <br />appropriated from the Capital Improvements Fund. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to approve an agreement between the City of Portsmouth and <br />the Virginia Department of Transportation (VDOT) for construction of improvements to <br />Clifford Street. <br /> <br />Purpose and Need: <br /> <br />· VDOT has completed the bidding process and is preparing to proceed with the <br />Clifford Street improvements, which includes replacement of the Clifford Street Bridge. <br />Final approval requires that the City sign a City/State agreement for the project. The <br />project will be administered by VDOT. <br /> <br />Financial Impact: <br /> <br />· The funding distribution is shown on the attached agreement. The City's share of <br />funds for the project is $110,438. These funds have been appropriated from the Capital <br />Improvements Fund. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve an agreement <br />between the City of Portsmouth and the Virginia Department of Transportation for <br />construction of improvements to Clifford Street, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 76 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />02 - 77 - Items Submitted by Council Members <br /> <br />(a) <br /> <br />all seven members of City Council, the City Clerk was requested to have <br />available for consideration a motion to rescind City Council rejection of the <br />proposed resolution pertaining to item 02-58, which was taken on February 26, <br />2002. <br /> <br />1. Lelia Webb, 351 Middle Street, spoke in support of this item. <br /> <br />2. William Hale, 154 Webster Avenue, spoke in opposition to this item. <br /> <br />3. Vanessa Fields, 1513 Summit Avenue, spoke in opposition to this item. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to consider a motion to rescind <br />City Council rejection of the proposed resolution pertaining to item 02-58, which was <br />taken on February 26, 2002, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 58 - Adoption of a resolution authorizing the City Attorney or his designee to <br />acquire by eminent domain proceedings, property located at 233 High Street necessary <br />for the enlargement of the Children's Museum of Virginia. <br /> <br /> <br />
