<br />All [hat certain lot, piece or parcel of land, with the appurtenances
<br />thereunto belonging, situate, lying and being in the City of Portsmouth,
<br />Virginia, more particularly bounded and described as follows, to-wit:
<br />Beginning at a point marked by a new cross at the Southeast intersection
<br />of High Street and Middle Street (now Middle Street Mall); thence running
<br />along the South side of High Street North 87 Degrees 83' 58" East 74.66
<br />feet to the western boundary line of property formerly belonging to
<br />Citizens Trust Company; thence running South 03 Degrees 32' 38" East
<br />113.66 feet to a pin; thence running South 66 Degrees 57' 13" West 74.24
<br />feet to a point on the East side of Middle Street (now Middle Street Mall);
<br />thence running North 03 Degrees 36' 21" West 113.81 feet to the point of
<br />beginning; being shown as Parcel 9 on that certain plat entitled, "Physical
<br />Survey of Parcel 9, Portsmouth Redevelopment and Housing Authority,
<br />Urban Renewal-Crawford Renewal Project VA R-53, City of Portsmouth,
<br />Virginia" made by R. Kenneth Weeks, Engineers, dated March 5, 1971.

<br />The property has been assessed for $238,510.00 and such sum as the Court shall
<br />order as compensation shall be paid according to order of said Court.
<br />
<br />5. That upon acquisition of either a right of entry onto the property or fee simple title
<br />to the property, the City Manager is further authorized to continue or to renew any
<br />existing leases, and to grant new leases from time to time, until such time as final
<br />preparation for construction is ready to commence, PROVIDED that no lease shall be
<br />entered into, renewed, or continued if doing so would in any way jeopardize the
<br />continued success and growth of the Children's Museum of Virginia, or the health,
<br />safety, or enjoyment of the children and families who use it; and the interests of said
<br />children, families, and the Museum itself shall be the overriding concern for any
<br />potential leased use of any portion of the property.

<br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on his resolution #1 (Council
<br /> Benefits) and #4 (Redevelopment Restructuring),
<br />
<br />2. Lucinda Pitt, 252 Dorset Avenue, spoke on community based agency assisting.with
<br /> relocation for Fairwood Homes residents.
<br />
<br />3. Reverend Shirley Hines, 2008 Elm Avenue, thanked the Council for the response on
<br /> relocation and asked for communication with the 375 units left in Fairwood Homes.
<br />
<br />4. Raleigh Harsley, 2124 Peach Street, spoke on loitering, burning of trash and in
<br /> opposition to a neighbor's driveway adjacent to his property.
<br />
<br />5. Lloyd Beazley, 3186 Reese Drive, spoke on health benefit rates increase for
<br /> retirees.
<br />
