Recommendation of the Man~ger that an ~oprooriation of $1130.15 be made to pay for <br />Norfolk Oounty's proportion of the heating plant in th$ Court House building, the County having <br />paid the Oity said amount. <br /> <br /> 2nd. "A Bill to create The Elizabeth River Bridge Authority, and to define the powers <br />and duties of such Authority." <br /> <br />Very truly yours, <br /> <br />to the <br /> <br /> VERNON BROOKS~ President." <br /> <br />The "call" having been read, the following communi~ation which had been presented to <br />City Oounoil January 24th, was read! <br /> <br />Honorable Oity 0ouncil, <br />Portsmouth, Va. <br /> <br />"January 23, <br /> <br />Gentlemen:-- <br /> <br /> I have received check from the Norfolk County Beaird of Supervisors, made payable <br />to the City of Portsmouth, for $1105.15, s~ud will receive another check from the s~me source <br />in the amount of $25.00, which will complete their sha~e of the cost of installing the heating <br />plant in the Cou~t House building, the County having paid their one-half of flue direct amount- <br />ing to $215.00. <br /> <br /> As the check is made payable to the City of Portsmouth, I request that the amount <br />of $1130.15 be re-appropriated to General Government, Repairs to Buildings, so that the bills <br />for ss~me can be paid through the proper cheanel. <br /> <br />Very truly yours, <br /> <br /> Frank O. Hanrah~u, City Manager. ~ <br /> <br /> On motion, the recommendation of the Manager was concurred in and the recommended appro <br />priation of $1130.15 allowed, and by the followi~ vote: <br /> ~pP. <br /> Ayes~ Brooks, Dunford, Maupin, Ma~o, 0ast, White, <br /> <br /> The following Act, which was presented to the Council January 2~th by the Bridge Committee, <br />without recommendation, was read: <br /> An Act to create The Elizabeth River Bridge Authority, and <br />to define the powers and duties of such Authority. <br /> <br /> Mr, Brooks called Mr. White to the Chair and presented the following paper: <br /> <br /> "Portsmouth, Va., January 31, 1~28. <br /> <br />To The Council of the 0ity of Portsmouth. <br /> <br />Gentlemen: -- <br /> <br /> i expect to utter no word of criticism ~gainst or condemnation of any person who <br />might have either personally or in writing expressed themselves as unalterably opposed to the <br />construction of a bridge between Norfolk and Portsmouth. I feel it my duty, at this time, as <br />President of your Hohorable body, to give you Gentlemen of the Council and through you to the <br />citizens of our City, whatever information I may have obtained, whatever deductions I may have <br />draw~ thereu~on~ and whatever plans I, as a member of your Body, m~y have to su~it to you for <br />your consideration. <br /> <br /> I believe this bridge project the most vital sub~J~ot to the Oity which has ever <br />come mp within its histom~y.
