<br />F. Byrd to be among the guests of honor.
<br /> On motion, the invitation was received and filed, and the Clerk instructed to aokuowledge
<br />the invitation with thanks and to say that those of the Council who could attend would notify
<br />the Assembly personally.

<br /> That on October 14, 1920, the City Mission Board, a charitable organization, pur-
<br />chase~ the property on the e~st side of Dinwiddie Street, between Queen and High Streets, in
<br />~e C~y of Portsmouth, Virginia, known by presen~ city ~t~eet numbering as 409 Dinwiddie-
<br />~mreet, and that from the l~th day of October, 1920, the Oity Mission Board took possession
<br />of said property and operated it solely for charitable purposes, receiving no income whatsoever
<br />from the same; and, although they agreed to purchase, ~nd did purchase said property on October
<br />4, 1920, George Larkin, the grantor, was prevented, owing to a f%aw in the tit~e, frgm delivering.

<br />a lien ~gainst the said property for $212.67, the same being for delineuent taxes for the years
<br />1921 and 1922.

<br /> Wherefore, YOUr petitioners pray, in view of the above circumstances, that you
<br />enter an order requesting the City Collector to relieve them of the payment of the taxes so
<br />erroneously assessed for the above mentioned years.

<br /> The undersigned, Portsmouth Improvement Company, which owns the Commercial Building
<br />and Hotel Monroe at the North-east corner of High and Oourt Streets, a portion of the land on
<br />which the building stands being leased from the Oity of Portsmouth, respectfully represents
<br />that it is n~oessary for them to encumber their~building and ls~ud to the extent of Fifty Thousand
<br />($50,000.00) Dollars in order ~o make certain improvements nedessary to complete a part of the
<br />building for rental purposes, and in order to do this the M~ss~chusetts Mutual Life Insurance
<br />.Oompany required that the consentof the City be given. This h~s been done heretofore on the
<br />12th day of May, 1925, when a loan ~as put on the building~ and as it is necessary to have this
<br />money on the 1st day of ~ay, 192~, they request that you pass a similar resolution as that
<br />passed on the 12th day of May, 1925, so that they m~y complete their lo~u on May 1st as contem-
<br />plated.

<br /> You do not waive any rights by passing this resolution, but it is simply a tech-
<br />nical requisite of the lender of this money.
