<br /> The "call" having been read, the city Attorney presented the following ordinance, ~hich
<br />he had be~=n instructed to draft:
<br /> An Ordinance to authorize the issue of Fire Hundred Thousand
<br />Dollars of bonds to be known as "Water Bonds" pursuant to section 12~, Clause B, of the Oon-'--
<br />stitu$ion of Virginia, section 308i of the Code of Virginia, 1919, and ~u act of the General
<br />Assembly of Virgi$ia, ~pproved March 16, 1918, entitled, "An Act to authorize the councils
<br />of the sever~ cities or towns of the State to issue bonds for a supply of water or other
<br />specific undertaking from which the city or town may derive a revenue, pursuant to section one
<br />hundred and twenty-seven B of the Constitution of Virginia."
<br />
<br />On motion of Mr. White, the ordinance was placed on first re~ding.
<br />
<br /> Mr. N. L. Davis, Superintendent of the Portsmouth Water Department, p~esented two ordinancesi
<br />in reference to the payment of meter rates, the title to each ordinance being the same~
<br />
<br /> An Ordinance to ~mend and Re-ordain Section 306 of the City Code, as amended ~ re-ordained
<br />by an ordinance passed by the City Oouncil on Junel?, 1920, relating to the furnishing of water
<br />to consumers and to premises, re.cutting contracts and deposits from water consumers and persons
<br />applying for taps.
<br />
<br />On motion of ~r. Maupin, thee ordinances were placed on first reading.

<br /> Mr. Davis, ~uperintendent of the ~ater Department, also read.letters fro~ Allen Hazen,
<br />water exper$ engzneer, smd Thomson, Wood & Hoffman, New York bond attorneys, mn relation to
<br />depreciation and sinking fund allotment, in which both state that the depreciation and sinking
<br />fund should be maintained at a not less degree of effi¢iancy than same is now maintained.
<br /> On motion of Mr. Oast, the letters %ere ordered to be filed.
