<br /> The following communication from the City Manager, which had been l&£d on the table by
<br />Oouncil June 12th '~util this meeting, was read:

<br />borhood of High St. and Fmftn Ave., objectzng to mp~ approval of appl~ca~.ion for the erection
<br />of a gasoline station on the southeast corner of High St~ and Fifth Ave. In approving this
<br />application, I took in consideration the following matters:

<br /> On the northwest corner of High St. and Fifth Ave. is located a steam laundry; adjoining
<br />that on High St. is a gar~ge~ On the southwest corner is sws~py land; on the northeast corner
<br />is Snelling's Undertaking establishment. One block west of this location, on the southeast
<br />corner of High St. and Sixth Ave. there is a garage, store, repair shop, etc.
<br />
<br /> I did not feel that the corner in Q~estion would ever be used for residential purposes
<br />and that sooner or later some kind of business would be located there, and as it is now bring-
<br />ing no revenue to the owners or to the 0ity, I felt there was nothing ~ could do but approve
<br />the application.
<br />
<br /> The design Of the gas station, as ~hown on ~ sketch submitted with application, is very
<br />attractive. I also considered the f~ct that should a building be erected on this corner, it
<br />wouId obstruct the view ~and light, while if a station of an attractive~ design were erected,
<br />it would not injure the value of property in the vicinity~~
<br /> ~r. Maupin moved to concur in the City Eanager~s approval.
<br /> Mr~ ~ayo moved that the privilege of the floor be granted to ~y one interested in this
<br />matter~ ~The motion was ~dopted, ~nd Mr. R. E. ~offe~t sp~ke against the City Manager's re- ~
<br />commendation. Mr. Wo Jennings 0rocker, attorney, spoke in favor of the M~uager,s recommendation.

<br /> At your last meeting you referred to me a reouest from Mr. Vincent L. Parker-,
<br />Attorney for the estate of Joseph Ac Parker, deceased, for the relief of certain taxes assessed
<br />against Joseph A. Parker for the year 191y. Er. Parker states in his letter that he had twice
<br />priviously, on August 9, 1928, 'and on February 13, 1928, requested that these taxes be relieved.
<br />I find a record of his request of August 9,~1927~ but no record of his request on February 13,
<br />1928. His letter of August 9th was refer~ea tc the Finance Comr~ittee. I reported on the matter
<br />to the Finance Committee, it was considered, and the 0ommittee reported progress at the meeting
<br />of August 23rd. The Finance Committee then went out of existence.
<br />
<br /> The facts in the matter s_re these: In Eay, 1917, the building at the northeast
<br />corer of 0rawford and Oolumbia Streets, belonging to the est%te of Joseph A. Parker, deceased,
<br />was destroyed by fire. A new building was. erected bu~ was notDcoup~ed eurzng the remainder
<br />of that year. The representative of the estate of Mr. Parker calculated the pro-rata amount
<br />of the taxes on the building from February l, the beginning of the taxable year, up to the
<br />date of t'he fire and paid that amount, leaving unpaid the sum of $161.3~o My recollection is,
<br />although I am not positive that a petition was then sent to the City Council asking that the
<br />
