Alden Cast, J~ Ro Stewart, 5.
Also the City Manager.
V~e-~resi~en~ ~L R. Stewart in the 0hair~
The minutes of the regular m~etlng June 12~h were read and were approved.

(Dr. Dunford excused from fur~he~
The following communications were read fro~ the 0ity M~uager:

~sto
instructions, I sm returning herewith my annual report for the year 192y,
printing of same, as follows:

there were present:

attendance)

~According to your
with estimates for

To print'complete report as submitted to the 0ouncil- approximately seventy pages ~ $6.00
per page- $420.00

To print report as corrected, omitting part of report of the Department of Public ~elfare-
approximately fifty pages at $6.05 per page- /$300.00. The m6tion was a~opted, and by the following vote:

Ayes-- ~eupin, ~ay~, Oast, Stewart,

UNFINISHED BUSINESS

The following communication from the City Manager, which had been l&£d on the table by
Oouncil June 12th '~util this meeting, was read:

~Attached you will f~na ~ petmtmon and severs~letters from orooertv owner~ ~ the neigh-
borhood of High St. and Fmftn Ave., objectzng to mp~ approval of appl~ca~.ion for the erection
of a gasoline station on the southeast corner of High St~ and Fifth Ave. In approving this
application, I took in consideration the following matters:

On the northwest corner of High St. and Fifth Ave. is located a steam laundry; adjoining
that on High St. is a gar~ge~ On the southwest corner is sws~py land; on the northeast corner
is Snelling's Undertaking establishment. One block west of this location, on the southeast
corner of High St. and Sixth Ave. there is a garage, store, repair shop, etc.

I did not feel that the corner in Q~estion would ever be used for residential purposes
and that sooner or later some kind of business would be located there, and as it is now bring-
ing no revenue to the owners or to the 0ity, I felt there was nothing ~ could do but approve
the application.

The design Of the gas station, as ~hown on ~ sketch submitted with application, is very
attractive. I also considered the f~ct that should a building be erected on this corner, it
wouId obstruct the view ~and light, while if a station of an attractive~ design were erected,
it would not injure the value of property in the vicinity~~
~r. Maupin moved to concur in the City Eanager~s approval.
Mr~ ~ayo moved that the privilege of the floor be granted to ~y one interested in this
matter~ ~The motion was ~dopted, ~nd Mr. R. E. ~offe~t sp~ke against the City Manager's re- ~
commendation. Mr. Wo Jennings 0rocker, attorney, spoke in favor of the M~uager,s recommendation.

moved
Mr~ ~upin ~ithdrew hismotion to concur in th& ~City Manager,s approval and/that the
matter be laid on the ~ble until the next regular meeting of Council.
The motion was adopted.

(Present Dr. Brooks)
The following report was read from the City Attorney:

Honorable City Council,
Portsmouth, Va.

"Portsmouth, Vao, June 26, 1928.

De.ar Sir:--

At your last meeting you referred to me a reouest from Mr. Vincent L. Parker-,
Attorney for the estate of Joseph Ac Parker, deceased, for the relief of certain taxes assessed
against Joseph A. Parker for the year 191y. Er. Parker states in his letter that he had twice
priviously, on August 9, 1928, 'and on February 13, 1928, requested that these taxes be relieved.
I find a record of his request of August 9,~1927~ but no record of his request on February 13,
1928. His letter of August 9th was refer~ea tc the Finance Comr~ittee. I reported on the matter
to the Finance Committee, it was considered, and the 0ommittee reported progress at the meeting
of August 23rd. The Finance Committee then went out of existence.

The facts in the matter s_re these: In Eay, 1917, the building at the northeast
corer of 0rawford and Oolumbia Streets, belonging to the est%te of Joseph A. Parker, deceased,
was destroyed by fire. A new building was. erected bu~ was notDcoup~ed eurzng the remainder
of that year. The representative of the estate of Mr. Parker calculated the pro-rata amount
of the taxes on the building from February l, the beginning of the taxable year, up to the
date of t'he fire and paid that amount, leaving unpaid the sum of $161.3~o My recollection is,
although I am not positive that a petition was then sent to the City Council asking that the
