August l~, 1928.

City Council,
Portsmouth, Va.

"Portsmouth, Va., August I1, 1928.

Gentlemen:--
On behalf Of Battey 'O" lllth F. A., and Headquarters Detachment, First Battalion
lllth F. A., the two local National Guard Units~ I waut to request that sufficient funds be
appropriated to install some system of heating in the Armory Building. ~e have been working
under a decided handicap with these two organizations since the re-organization of Battery
in 1921 but in spite of this we have been able to carry off various honors in competitio~ with
units from other cities in Virginia. Up until this time all tests have beeh based on the summer
training period but in the future Armory training will be considered in making the ratings.
Armory training has always been poor with us during the winter months on account of the cold.
We have no means of heating the building and especially on the lower floor and in the locker
rooms, it is badly needed.

I would suggest having me or som~ other officer in one of the Batteries go over
this matter with the Building Inspector, in the event you decide to make this improvement and
at the same time look into other minor repair work on the building which should be done to pre-
serve it. Some of this work was provided for in 1927 but was not done, No funds were provided
for 1928 to cs~ve for repa~rSo

Very.truly yours,

Arthur Emmerson, Capt. lllth FA,
Oommdg Btry ~C'"

On motion of Dr. Dunford, the communication was referred to the 0ity Manager.

The following report was read from the Superintendent of the Ferries ~n the operation
of the Ferries for the month of jun~, 1928:
"Portsmouth, Va., July 28, 1928.
Oouncil of the 0ity of Portsmouth, and
Board o£ Supervisors of Norfolk County,
Portsmouth, Virginia.

Gentlemen:-

June, 1928.

TRAFFIO

H~rewith is submitted a report of the operatio~ of the Fmrries for the month of

The following tabulation shows the passenger and vehicula~ ~affic receipts for the

month of June 1928,

also for May 192~ and June 1927:-
May 1~22

$ 3,29 .o7
S%l?O.lQ

June 1 28.

23~225.35

$67,561.o5

Vehicular Revenue
Passenger Revenue

The following tabi~lation shows the accumulated receipts
compared with the same months last year:'-

Vehicular Revenue
Passenger Revenue

1-I to 6-30 ~27 1-! to 6-30 ,28

$228,374.~6
13s,

$21 , 43.55
158,622.55

$366,552.56

June 1~2~
since the first of

the year,

~lorease or Decrease

FERRY SERVICE Ferry service during the, month has been very satisfactory.
