<br />At a regular meeting of the City Council August 14th; ~.p.m., there were present:

<br /> The minutes of the regaular meeting July 24th and special meeting July 3Otb were read a~d
<br />were approved.
<br />
<br /> The following communications were read from the City Manager:
<br /> 1st. "Attached is a re-
<br />c~est from Dr. Roper for an additional appropriation of $~00.OO for typhoid immunization, sp. ap~

<br />Dear Sir :--
<br />
<br /> In orcter that we might meet the necessary expenses incident to the large number
<br />of typhoid immunizations that ha~e been given this year, it is necessary that another appro-
<br />priation of $800.00 be asked for this purpose. At the present time over 6000 complete im-
<br />munizations have been given, and before the end of this month this will run to approximately
<br />yO00. The total ~c~al cost of ?000 complete immunizations, or 21,000 inolucations is $2,100.00.
<br />Out of this appropriation it will also be necessary to pay for smallpox vaccinations, which
<br />star~s on the~ 16th of this month. For the past four years we have avers~ged 1000 ~accinations
<br />against smallpox just before the opening of schools.
<br />
<br /> I regret that it is necessary to request additional funds for this purpose,
<br />but owing to the unprecedented demand 6f~'the citizens for typhoid prevention this yea~, it
<br />has made this necessary. You no doubt know that we have had an increased incidence of t~phoid
<br />fever this year, hence the people have realized the necessity of protection. Therefore, I
<br />respectfully re,est an appropriation of $~00.00 be allowed, which I feel will carry us through
<br />the end of the year.

<br />I might add further, that no ino*~lat'ions against t~phoid will be given after
<br />as this is the period when we usually close this clinic.

<br /> On motion of Mr. Brooks, the recommendation of the Manager was concurred in, and a
<br />special a~propriation of $800.00 allowed for said purpose; ~ud by the following vote:

<br />have the inclosed ordinance passe~ giving authority to negotiate loan for this amount. At

<br /> An Ordin~nce Author~,zng the Borrowing of Three Hundred Thousand Dollars in Anticipation
<br />of the Collection of the Revenue for the Year 1929, and providing for the issuance of a note
<br />or Notes therefor.
<br />
<br /> On motion of Mr. Brooks, the ordinance was placed on first reading.
<br />
<br /> 3rd. aAtt~ached you will find an ordinance drawn by the City Attorney, changing the
<br />daries of some of the wards in the Oity. Mr. Barclay states that he has conformed to the old
<br />ward lines as ~ear as possible in making the desired changes. The territory south of Jefferson
<br />Bt. and east of! the Cradock h~r line has been takem from Lee Ward and placed in Madison Ward.
<br />The territory known as Shea Tract has been taken from Washington Ward and placed in Monroe
<br />Ward. The ter~ii~o~y west of Ninth Ave. and east of the Belt Line has been taken from' Harrison
<br />Ward and placedl in Monroe Ward. ~ne te=ritory located west of the Belt Line, north of the
<br />Seaboard Air Line and south of High St. has been taken from Harrison Ward and placed in Wash-
<br />ington Ward.
<br />
<br /> The City Engineer has gone over tq~e ordinance, checked it and fo~mud the boundary
<br />lines to be correct. I am informed by Mr. Barclay that there are certain legal costs to this
<br />change and he will inform you of the proper procedure and cost."
<br />
<br /> An Ordinance ~o D~signate~the Number of Wards of the City of Portsmouth and to change the
<br />Boundaries Thereof.
<br />
<br />On motion of Mr. Brooks, the ordinance was placed on first reading.
