February 26, 1929 <br /> <br />At a regular meeting of <br /> <br />the City Council-held February 26th at 8 p. m. there were present: <br /> Jr., <br /> <br /> Messrs-- Vernon B~ocks, J. C. Dunford, E.W. Ma~pin, <br /> A~thu= Mayo, J. Alden Cast, J. R. Stewart, <br /> Archibald Ogg, ?. <br /> Also the Oity Manager. <br /> <br /> On motion of Dr. Dunford, the regular order of business was suspended and the privilege <br /> of the floor was granted to a delegation of ladies ~nd gentlemen from West Park View. <br /> Mrs. R. Triplett and Mr. W. F. Lawrence and others, spoke asking that the following im- <br />provements be made in West Park View: curbing and guttering on Mathews Terrace; bas~ball <br />ground for boys, Wilder & Sykes having 15 lots available for same at a nominal fee; fire hydrant <br />at Mathews Terrace & Guthrie Ave.; light at end o~ 1700 blo~k of Mathews Terrace. <br /> Mr. Stewart~moved that these matt~ra be referred to the City Manager for investigation and <br /> report,TheandmotiontO asoertainwam adopted.if any funds are available for work of this kind. <br /> The minutes of the regular meeting February 12th were mead and were approved. <br /> <br /> The following communications were read from the Oity Nanager: <br /> <br /> let. 'This is to notify you <br /> that.upon recommendation of ~he Chief of Police, I have accepted the resignation of Police Of- <br />ricer W. J. Joyner, effective this date." <br /> On motion, the notice was ordered to be filed. <br /> <br /> 2nd. "The reques~ of J. H. Sykes and F. M. Wilder that they be reimbursed in the amount <br />of $3189.13 spent by them for certain improvements in West Park View, was referred to me. <br />Messrs. Sykes and Wilder agreed to spend said amount for further improvements on tract owned <br />by them if the refund is made. ~ - <br /> <br /> I find that an agreement was made by the Oity with F. M. Wilder and j. <br />under date of September 28th, 1926, a~d the following resolution passed: <br /> <br /> 'Whereas the Council of the City of Portsmouth, at its meeting <br /> held on the 22nd day of June, 1926, passed the following <br /> resolution, <br /> <br />Sykes <br /> <br />· Resolved, that the CounciL agree to reimburse F. N. Wilder <br />and j. H. S~kes for curb and guttering done in tract <br />in West Park View by them at their expense and under speci- <br />fications and supervision of the City, this refund to be <br />made when the Council authorizes and sells another bond <br />issue for curb and guttering for the streets of West Park <br />View and the said expemditure of F. M. Wilder and J.
