<br />folk/June llth at 11 a. m. were read and were approved.~

<br /> The following~ communications were read from the City Manager: 1st. "There will be due
<br />on June 29th $300,000. in six months notes which were sold to the Merchants & Farmers Bank
<br /> at 5.95 interest, payable at maturity, to bearer at the Chase National Bahk, 0ity of New York.
<br /> I am presenting herewith ordinance covermno s~e.
<br /> An Ordinance Authorizing the Borrowing Of Three Hundred Thousand Dollars~ in ~u~icmpat~o
<br /> of the Collection of the Revenue for the Year 1930, and Providing for the Issuance of a Note
<br /> or Notes Therefor.
<br /> On motion of Mr. Brooks, the ordinance was placed on first reading.
<br /> 2nd, "The City Electrician has called my attention to a condition in regard to our fire
<br /> Als~m system, which I am presenting to you as an emergency. It is in regard to changes to be
<br /> made to the fire alarm and ~olice t~tegraph line work, occasioned by the removal of all tele-
<br /> phone poles in the northeast portion of the city, the telephone company at the present time
<br /> placing their wires in underground conduits. Mr. Mathews states that he was notified of the
<br /> impzovement project by ~r. ~. L. ~agner, Plant Superintendent of the Telephone~ Company, on
<br /> December 27tn, 1928, whmch did not give him any time to go over the situation and find out
<br /> what should be done in the way of chsmging the city,~york and it was also too late for this
<br /> to have been included in his reo~est for the 1929 bua~et. Since that time, he has been consid-
<br /> ering just what was the best and most economical way to .handle the work. He feels that the
<br /> best and safest way to make the change, all things being considered, is to install overhead
<br /> non-metallic sheath cable and tree wire where necessary, using the Virginia Electric & Power
<br /> Oompauy's poles.
<br /> I might s~y that I ha~e talked to Mr. Matthews about his work going underground
<br /> and should he ~ttempt to do that ~t the present time with the fire alarm equipment located
<br /> in its present location, the money would be wasted, if this were changed sometime i~the future,
<br /> but he tells me that the material purchased f~rthis proposed work on the Virginia Electric
<br /> & Power Oompany's poles could be used, sho~ld the change be made anytime in the future.
<br /> I therefore respectfully request that an appropriation of $850., as recommended
<br /> by Mr. Matthews, be made available at this tim~, to ~ake-care of this sDtuation."
<br /> On motion of Er. Brooks, the recommendation of the Manager was concurred in, and a special
<br /> appropriation of $850.00 was allowed for the purpose named, and by the Following vote:

<br /> Ayes-- Brooks, Dunford, Maupin, Mayo, O~st, Stewart, Ogg,
<br />
<br /> 3rd. "On Nay 8th, 1929, Patrolman Calvin Burnell of the Police Department, made a~request
<br /> for retirement as provided for in ordinance, stating that his physical condition does not permit
<br /> him to perform his regulsur duties as a police officer any longer. He was appointed to the re-
<br /> gula~ police force on April llth, 1909, and has been in continuous service up to his last ill-
<br /> ness. His length of service entitles him to fifty per cent of his annual pay on retirement.
<br /> His request has been approved by Chief of Police Broughton. I referred the case to the Retire-
<br /> ment Board composed of the Chief of the Fire Department, Chief of Police and Director of Public
<br /> ~elfare, and Er. Burnell has also been examined by Dr. Phillips who reloorts that his incapacity
<br /> for work will be permanent on account of enlarged prostrate, that he can not stand on his f~et
<br /> fo~ ~y ~ength of time. Mr. Burnell will be sixty-nine years old on October loth of this year.
<br /> I have consxdered the matter and respectfully recommend ~hat Mr. Burnell be retm ed,
<br /> hie rate of pay to be fifty per cent of his present salary, or $?5.281Per month, from June l,
<br /> 1929."

<br /> On motion of Dr. Dunford, the recommendation of the Manager was concurred in, and by
<br /> the following vote:

<br />was taken up and read:

<br />Gentlemen:
<br /> We have approximately $11,O00 balance in the Ninth ~ard Bond Fund and the residents
<br />of the Harrison Ward are very anxious that we make certain improvements in various sections
<br />of the ward.
<br />
<br />Inasmuch that the money is available, if possible, this work should be done this
<br />
<br />
<br />
