<br /> The minutes of the regular meetin~ June llth were read and were approved.
<br />
<br /> The following communications were read from the City Manager:
<br />
<br /> 1st. ~! beg to announce
<br /> the appointment of J. J. Nobrega, Jr., to the regular police force of the_city, to fill the
<br /> vacancy caused by retirement of Officer Calvin Burnell.,
<br /> On motion, the notice was ordered to be filed.
<br />
<br /> 2nd. "! am pleased to report that~i have this day received a check for ~221~7q.2~
<br /> the Virginia Electric & Power Company, which is the amount due the City of PortsmoUth ~rT~
<br /> placement of streets caused by removal of track from same, under agreement dated August 31st,
<br /> 1928. The ~otal agreed amount which the'Power comP~uy was to pay the City under this contract
<br /> was $?i,000.00. They have paid in eight different payments to the City, the amount of
<br /> so tha City was not put to any expense in financing the contract which it had undertaken under
<br /> the agreement.
<br />
<br /> The wort, I believe, has been completed in a very satisfactory manner and this
<br /> check is the balance due, to be placed in the treasury.,
<br />
<br /> City. On-motion of Mr. Mayo, the check was ordered to be deposited in the General Fund of the
<br />
<br /> 3rd. "The question of the bridge between Shea Terrace ~ud West Park'View was referred to
<br /> me for concrete report at this meeting of the Council. T am unable to furnish such a report
<br /> at this time, because of certain info,nation which it is absolutely necessary that I have and
<br /> which I have not been able to obtain up to ~this time.
<br />
<br /> Mr. Norman Cass~ll, attorney for Mr. Shea, called to see me today in reference to
<br /> the matter, and I explained to him that it would be impossible for m~ to render report tonight.
<br />
<br /> ! will endeavor to submit this report at as early date as possible.,
<br /> On motion, the communication was ordered to be filed.

<br /> The City, during t~e year, I believe, increased its service in all departments
<br /> to a satisfactory degree, without increase in operatin~ cost of the various departments. How-
<br /> ever, I might mention that there has been a dem~ud from time to time for a~ extended service
<br /> which it would have been impossible to render without increase in cost of government to the
<br /> taxpayers. I am insisting that all city employees and departmen~ heads co-opera~e with the
<br /> Council and myself in rendering as efficient and economics2 service as possible.
<br />
<br /> I wish to thank the City Council for its splendid support during the past year,
<br /> without which I believe it would have been'~impoesible for the city to have made as creditable
<br /> a report as I am herewith submitting.
<br />
<br /> As detailed reports of the work of each department are printed elsewhere, no
<br /> further reference to them is necessary."

<br /> The following ordinance, which had been placed on first reading by Council June llth, was
