<br /> 2nd. #The petition of 7. M. Parker~ owner of real estate at the corner of South St. and
<br />Prentis Ave., which was presented at the last meeting of the Council, claiming that the ditch
<br />adjoining,the property had been widened, was referred to me for investigation and report.
<br />
<br /> This ditch is on the east line of the Parker nroper~y.. I feel that the best thing
<br />to do'would be to pipe the ditch from Soutk St. Road to a-point_heart Race Ave., which would
<br />require .approximateLy 800 ft. of pipe ara cost-'of about $5,600, If it is desired to install
<br />pipe in the vicinity of South St. Road at Parker's' for a distance'of about 125 ft., the cost
<br />would be approximately $875. I have not been able to learn exactly how much the ditch has
<br />been widened, but of course we have to keep it clear and no d~ubt it has gradually widened
<br />from year to year.

<br /> I hav~ had ~Aite a few petitiQns for piping ditches and knowing that we were
<br />not in position at this time from a financial standpoint to undertake anylarge expenditure
<br />for drainage, there_being so ma~y worthy projects, we could not ~undertake to pipe for one
<br />becaume almost immediately there would be demand from other sections possibly equally as
<br />muct~ in need. No pla~ h~s ever been made for a complete drainage system in Portsmouth
<br />prantically all of our mai~ drainage is carried by the original creeks and inlets into which
<br />the various watersheds drain, SUCh as Gander Greek, Rice~s Branch, Scott,s Creek, etc. Ail
<br />of these creeks and drains are division lines between various property holdings and we could
<br />not change the course of these various drains without condemnation proceedings or consent
<br />of the holders of the property.

<br /> I have told Mr. Parker on several colons that I would not hesitate to recom-
<br />mend to the Council, should he desire the part of the ditch adjoining his property on South
<br />St. to be piped, that the City lay the pipe if he would purchase it, or the City woul&~go
<br />fifty-fifty with him on the proposition. I felt in makingthis offer that Should any ad-
<br />joining property owners desire the same, from time to time we might be able to not only cover
<br />the drains in spots but improve property values and I felt as though that would be a fair
<br />proposition inasmuch as both the property owner and the City would benefit. It certainly
<br />WOuld be desirable, to have this ditch piped.

<br /> As requested at the last ~ouncil meeting, I am attaching estimate of cost to
<br />the city of eliminating the principal open drains- the total aggregating $~O,1~0. This esti-
<br />mate does not by a~y means cover all drair~ge desirable nor does it cover catch basins or
<br />street drainage to connect to the above drains.~
