<br /> The minutes of the regular meeting AuA, ust 2?th were read and were approved.

<br /> The following communications were read from the City ~anager:
<br /> 1st. "This is to notify
<br />you-that I have applied to the United States Engineering Department for authority to build
<br />a bridge from West Pa~k View to Shea Terrace as instructed bythe Council at its last meeting.
<br />Regarding the separation of the cost of the fill from other cost of the structure across
<br />Scotts Greek at Leckie St., I desire to state that the pumped fill will cost $4,500. If we
<br />use trash, dirt fill, or other waste material for filling, it will cost approximately ~7,6OO.
<br />If the filling~ad to be purchased, it wmll cost $6,080. ~dditional or a total of $13, 80;
<br />~he structure consisting of a thirty foot timber span, sheet piling, stringers, piles~ etc.,
<br />will cost approximately $23,~17. exclusive of filling.
<br />
<br /> Application will have to be made to-the United States Engineering Department to dredge
<br />at this point in the same manner as if the bridge were to be constructed. I am of the opinion
<br />that it will also be necessary to get permission from adjoining property owners to use their
<br />mmd.
<br />
<br /> From the best opinion I have been able to get, it seems to be doubtful as to whether
<br /> bulkhead fill would have as long life as the bridge, due to the fact that the bulkhead would
<br /> be exposed to the weather the same as the bridge and also that it would not be possible to use
<br /> the fill for at least a year after construction while waiting for settling and drying and
<br /> that several temporary pavements of some sort would have to be laid to a permanent surface."

<br /> -"Attached you will find copy of notice issued-by Lieut. col. Henry O. Jewett, District
<br /> E~gineer, which explains in-detall the application of the City of Portsmouth for construction
<br /> of highway bridge across ~c~t~s Creek connecting West Park View with Shea Terrace, hearing

<br /> On motion, the communications were ordered to be filed.
<br />
<br /> P-nd. "On July 23rd, I-notified the Council officially that the State Bank had suspended
<br /> business on July loth, and that the sinking funds of the City deposited in this Bank were
<br /> protected by a bond of $40,OOO. executed by the United States Fidelity & Guaranty Compeny, and
<br /> that the surety company had-been notified of the bank's failure. I requested at that time,
<br /> that you authorize the Oity Attorney and myself to execute in the name of the City and under
<br /> the seal of the City, such papers as may be necessary and to take such other action as may be
<br /> necessary to insure the collection of the amount due under the bond. This authority was given
<br /> to the City Attorney and myself and this is to notify you that the bonding company has Paid
<br /> over to the City the sum of $40,000. and same has been deposited to the credit of the Sinking
<br /> Fund and is properly protected by sufficient bond."

<br /> On motion, the com=mnication was ordered to be filed.

<br /> 3rd. "At the Council meeting on August 13th, the ~uestion Of protection of the Belt Line
<br /> Orossing at Glasgow St. was referred back to me for further investigation and report.
<br />
<br /> I have had conferences with the officials of the Belt Line and they have ~Ereed
<br />to protect this crossing during the peak hours, which will be approximately ten hours, with
<br />a stop sign held by an employee, and at other hours strict orders will be issued to all train
<br />crews ~t the crossings must be flagged by the crew before crossing. I believe these pre-
<br />cautions will make the crossing reasonably safe.,
<br />
<br /> On motion, the communication was ordered to be filed.

<br /> 4th. "The ~uestion of ditch adjoining property of V. ~. P~rker was referred back to me
<br />by the Council along with other drain~e conditions throughout the city. I respectfully re-
<br />port as follows:

<br /> I can not see at present that the City is in position to spend money for drainage, cer-
<br /> taialy not to be added to this year's budget. There is no question about the need of it.
<br />
<br /> Relative to the property of V. M. Parker, will state tha~ I do not know of any better
<br />recommendation which I could m~ke than that the Oity fill that part of t~e ditch adjoining
<br />Nr. Parker,s property on a fifty-fifty basis, or that the City lay the pzpe should ~r. Parker
<br />purchase it. I haye ~iscussed with Mr. Weaver the Guestion of changing the drain at this
<br />point and, if posszb~e under our present appropriation for drainage, I will do what I can to
<br />~e~_~ sit.ug, tig~ a~ t~e ~resent drain which runs under the South St. _

<br /> I believe it is the~ policy of the 0ouncil to add to the budget only those things consider-
<br />ed emergencies and I do not consider this an emergency. I would suggest that the question of
<br />drainage, including that of Mr. Parker's property,be referred to the budget for consideration
<br />andshould that arise." nothing be added to the appropriation for drainage this year, unless an emergency
<br />
