<br /> This street is hard to keep in shape. It has a very high crown caused by constant filling
<br />and requires continuous work to keep it even in, fair condition. The property owner~en this
<br />block ~ave from time to time, for a good many years, endeavored zo have this block paved. It
<br />is practically built up with r'esidential property and I believe it is a worBhy street and
<br />should be paved at this time.

<br /> 5th. ~Attached you will find a request from the Old Dominion Table Works, signed by their
<br /> General Eanager ~r- William Dok. Th'is company is located on the block ~outh of Commerce St.
<br /> between ~. Ve-Faon Ave. and Bmoad St. They are asking, as you will note, that the Oity of
<br /> Portsmouth co,operate with them in assistiog them to turn out production. They are fi=~uring
<br /> on enlarging their plant and ask that the City blose a portion of the alley back of their
<br /> factory to enable them to build their factory from ~t. Vernon to Broad St., offering in return
<br /> to donate the alley to turn in at their ~roper~y line south and go west into ~t. Vernon Ave.
<br /> I have talked this matter over with ~r. W. A, Hall, President of the Compar~y and
<br /> have been tb the plant and discussed the matter with the City Engineer. I have also talked
<br /> with the City Attorney. At the present time, I am not in a position to ma/~e a definite re-
<br /> commendation, because in my opinion, it is largely a ~egal matter. However~ I will state
<br /> thmt if it is possible to co-operate with the company and enable them to enlarge their plant
<br /> and employ several hundred additional people as they state they will, and i~ can. be~legally
<br /> done withou~ injury to any adjoining or other property holders, I see no reason why we~ should
<br /> not be glad to close the alley. I am suggRsting that the matter be referred to the 0ity At-
<br /> ~z~ Ootuucil at an
<br /> torney and myself and that a definite recommendation be brought back to the ~'~

<br /> Er. Stewart moved that the privilege of the floor be granted to Nr~ W. A. Hall, /he asked
<br /> that, if possible, their petition be g~anted.
<br /> ~r% Cast moved that the petition be referred ~o the OitylAttorney and City Eauager to
<br /> ascertain if the 0ity has the arbitrary right to close .the said alley, either for public or
<br /> for private purposes, and if no such right exists to ascertain if t~e property owners who signed
<br /> the petition for closing said alley represent all the property owners affected.

<br /> At your meeting held on August 13, 1929, you referred to me the petition of Mrs.
<br />Roma $. Friedlin to have refunded certain taxes p~$d by her On omitted land for the years 1926,
<br />192Y, and 1928. This matter was before the City Council in October 192~, upon a petition
<br />filed by the City Realty Corporation. In my report on the petition of that company I stated
<br />~he~following:

<br /> "The land in question seems to belong to the estate of F. J. Friedlin. The Assessors of
<br />1925 assessed the land as being 18 feet. Eight feet of lhis land belongs to the property of
<br />Blanche I. Friedlin a~d Roma S. Friedlin fronting on Effingham Street. The other ten foot was
