<br />At a regular meeting of the Oity Council held OctoBer 22nd there were present:

<br />Messrs-- Vernon Brooks, J. C. Dunfo~d, E. W. Maupin, Jr.,
<br /> J. Alden Oast, J. R. Stewart, Archibald Ogg, 6.
<br /> Also the City Manager.
<br />
<br />The minutes of the regular meeting October 8th were read and were approved.
<br />
<br />The following communications were read from the City Manager:

<br />of Scott's Greek at Leckie St~. has been approved by the Chief of Engineers and Sec. of War.
<br />You will note that the~approval will be null and void unless~the actual construction of the
<br />bridge be commenced within one yea~ from date of approval.#
<br /> On motion of Mr. ~tewa~rt, the oommu~ications were referred to the 1930 Budget.

<br />UNFINISHED BUSINESS

<br /> The zecommendation of the 0ity. N~nager that a special a~propriation of $11?5.00. be altowed
<br />for a Bu~ou~h~ bo~kmkeepi~g machine for the accot~nting dep~rtment, which had been placed on
<br />first readingby'~xuciI Octobe~'~th, was taken up and read.
<br /> On motion of M~. Stewart, a special appropriation of $1175.00 was allowed for the
<br />book-keeping machine; and by. the following vote:-

<br /> Oast, Stewart, Ogg,
<br />
<br /> On,orion _of Mr. Stewart, the following mat~er which had been laid on the table by Council
<br />OctoberSth, was taken from the table.
<br /> "Th~ Conference of the 0ity Council held September 10th
<br />recommends that $1690.00 be appropriated to purchase additional land for the com~ination of
<br />Incinerator, $~ables, A~phalt Plan% az~d Material Y~rd." ~
<br /> On motion ~f Mr. stewart, the recommended appropriation of $1690.00 was allowed, and
<br />by the following vote:
<br /> Ayes-- Brooks, Dunford, Maupin, Stewart, Ogg, 5.

<br />
<br /> An application was read from Paul O. Dunn for the position of Justice of the Peace from
<br />Monroe Ward. ~
<br /> On motion, the application was referred to the meeting at which Justices of the Peace
<br />will be ~eleoted.
<br />
<br /> Th~ regular report of Frederick B. Hill & Company, certified public accountants, on audit
<br />of the~i~ooks aud acc~umts of the No~folk Oounty Ferries for the month of September, was received
<br />and ordered to be filed.
<br />
<br /> The following telegram was read from Mr, True, of Lloyd Thomas Go,, with refezence to
<br />meeting the Council to discuss ~.~cientifio assessment for Portsmouth:
