<br /> The minutes of the regular meeting Januar~ 14th and special meeting January 2!st were
<br /> read and were approved.

<br /> The City ~anager submitted the report of Geo. G. Scott &. Company covering the audit
<br /> and examination of the books and accounts of the City of Portsmouth fo~ the oalendam year
<br /> 1929.
<br /> On motion, the report was received and laid on the table.

<br /> The following ordinance, which had been laid 6n the:table ~Janu~ 21st until this meet-
<br /> ing, was taken up and read:
<br /> AN ORDINANCE TO PROVIDE FOR THE DESIGNATION OF LAND AS~SSORS
<br /> IN THE CITY OF PORTSMOUTH; TO PRES~RIBE~ ~ THEIR~ DUTIES; AND TO FIX THEIR 00MPENSATION.

<br /> On.motion of Mr. ogg~ the privilege of the floor was granted to any citizen who

<br /> The following communication from the City Manager, which had been placed on first reading
<br /> January l'~th, was tak-en up and read:
<br /> ~I respectfully ~abmit to you estimated cost of the
<br /> 1930 assessment ~ogether with.plan as outlined below, principles of which are covered by
<br /> attached ordinan~.e d~awn by City Attorney Barclay. I reco,a~mend that rules be suspended
<br /> o-cmnanoe passed tonight as an emergency. I am also recommending that the assessors
<br /> be appointed at as early date as possible, as ~the work should begin at once.
<br />
<br /> The plan provides that a complete ~set of cards or similar record be' made, together
<br />with the beginning of preliminary work on putting in a city map which would not oaly show
<br />each house and lot, but every parcel of land in the Oi'ty, which woul'd insUre' a' one huhdred
<br />per .cent assessment, also to show water mains, sewer lines, etc., said map 'tO Ue completed
<br />by city forces with a little additional help~ as -e'arly 'as possible,' certaihl~ before the
<br />nexm assessment period. ~r. Barclay, City Attorney, and I have gone over the matter very
<br />thoroughly and this report represents $tuv best thought, with lowest possible' estimate in
<br />order that the work may be done with any reasonable degree of satisfaction. You will note
<br />that we reomnmend ~wo assessors. Shoul~ this parZ of our reoO~men:~tiOn' be' adbpte~l,' 'it is
<br />our opinion that both of:These= men should' be men who have had experience in Val~ti0ns and
<br />who at least have a fair knowledge o~ building values and comparative values of various

<br />tate the work a~d :elieve the assessors of considerable detail in connection with instruct-
<br />Lug employees or assembling information, which heretofore has taken a great deal of their
<br />time.

<br />assessment, the said amount to be amortized over a period of five vea~s.
