<br /> The minutes Of the regular meeting January 28thwere read and were approved.

<br /> The following communications were read from the City ~anager:
<br /> 1st. Notice of the appoint-
<br />ment of Chester H. ~arkham as Chief Clerk to act in connection with the 1930 assessment, at
<br />a salary of $175.00 per month, salary to begin February 1st, pay~ote semi-annually.
<br /> On motion, the notice, was ordered to be filed.
<br />
<br /> 2nd. Notice ~f the ~ppointment of ~iss Elizabeth Wingfield as Clerk in connection with
<br />the 1930 assessment, at ~ s~lary of $110.O0 per_month, effective when notified to report
<br />for work, which will possibly be within the next few days; notice dated February 4th~
<br /> On motion, the notice was ordered ~o be filed.-

<br /> 3rd. Notice of the appointment of ~iss Rose Davis as typist in connection with the 1930
<br />assessment, at a salary of $75.00 per month, effective when n~ified to report for work, which
<br />will possible be within the next few days; notice dated February ~th.
<br /> On motion, the notice was ordered to be filed.

<br /> The following ordinance, which had been placed on first reading by 0ouncil January 28th,
<br />was taken up and read:
<br /> AN ORDINANCE INPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE
<br />PERSONAL PROPERTY, AND MACHINERY ~ITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR
<br />THE ~URPOSE OF RAISING REVE~UJE FOR THE SUPPORT OF THE GOVEI~NENT AND THE PUBLIC FREE SCHOOLS,
<br />AND TO PAY INTEREST AND SINKING FUND ON TRE PUBLIC DEBT, FOR ~HE YEAR BEGINNI~G JANUARY 1st,
<br />1930.

<br />On motion of ~r. Ogg, the 'ordinance was adopted, and by the following vote:
<br /> Ayes-- Dunford~ ~aupin, ~ayo, Oast, Stewart-, Ogg, 6.

<br /> According to instructions from the Council to prepare a resolution to cancel the $112,
<br />585.30 City note held by the Sinking D~nd Commission, the City Attorney presented the follow-
<br />·ng resolution:
<br />
<br /> "~HEREAS, Some years p~ior to the establishment of the present Board of Sink-
<br />ing Fund Oommissioners~ created by an Act of the General Assembly of Virginia, approved 1~24,
<br />the City of Portsmouth borrowed from its then sinking fund the sum of One Hundred and Twelv~
<br />Thousand Five Hundred and Eighty-five Dolla~vs and Thirty Cents, and executed its note the.re-
<br />for, and re-borrowed said money or renewed said note from year to year for several years up
<br />to the year 1918, from which time the s~me remained do.~mant in the sinking fund until the
<br />establishment of the present Board, at which time said nots together with the cash on hand
<br />was delivered to said Board; and
<br />
<br /> WHEREAS, There ~re no funds in the treasury of the City of Portsmouth for the payment
<br />of said note, and it is unfair to the p~essnt taxpayers to cause a special Zax to be 2cried
<br />to meet the amount thereof in any one year, and the annual payments made ~o the Sin_king Fund
<br />Oommissioners is b~sed upon the s~onnt of all the outstanding bonds of the City and should
<br />svenZu~lly pay ~hs whole o£ the same without the paymsnt of said no~e;
<br />
<br /> NO~, THEREFORE, BE IT RESOLVED By the Council of the City of Portsmouth, that the Board
<br />of Sinking i~ud Commissioners he and they are hereby ~uthorized and requested.to cancel said
<br />note o~ One? Hundred and Twelve Thousand Five Hundred and Eighty-five Dollars and Thirty Oents
<br />and return .same to the Auditor~ of the City of Portsmouth, and'that the same be no longer
<br />charged as a liabilityand an asset of the 0ity of Portsmouth.~

<br /> On motion of Mr. ~upin, the resolution was laid on the t~bte until the:next regular
<br />meeting of ~the Council.

<br /> A notices was re~d from the City Auditor that he had checked the bank statements, Treasr
<br />urer's report, and Accounting Department report for the month ended Js~u~ry 31, 1930, and
<br />find that they agree.

<br /> The report of the Accounting Department for February lC, 193O, was received and Was order-'
<br /> the election of Assessors for the 193~ ~ssessment.
<br />
<br /> The caucus of the Council held February llth presented the names of R. A. Robertson
<br />and Frank N~ Bilisoly,$r~, for said positions.
<br />
<br /> Dr. Dunford moved that R. A. Robertson and Frank N. Bilisoly, Jr., be
<br />for the 1930 assessment.
<br /> The motion w~s adopted, and they were elected by the following vote,
<br />the same for each:
