<br /> The minutes of the regular meeting March llth were read and were approved.
<br />
<br /> On motion of Mr; Stewart, the privilege of the floor was granted to Mr; ~. L. Stanley and
<br />Mr. Faucett, of the Seaboard Air Line Railway, who asked that the said Railway be granted per-
<br />mission to substitute electrical flash lights, manually operated, for the present safety gates.
<br /> On motion, Mr. Stanley was asked to submit an ordinance covering the said Company's
<br /> wishes in the matter.
<br />
<br /> The following communications were read from the~ City Manager:
<br /> 1st. "Attached you will find
<br />copy of specifications together with blue prin~ of proposed improvements to the cemetery and
<br />park bridge~ The decking of this bridge, as you know, is in very bad shape and it has reached
<br />a point where something must be done~ As I have stated to you before, the money for this~work,
<br />which amounts to $~,?~0.O0, is available in the 0emetery Fund.
<br />
<br /> I wou/d like.to have your permission to ask for bids on this Work and if the bids received
<br />are satisfactory, to proceed with the WOrk as soon as possible so that the job may be finished
<br />before the heavy summe~ traffic begins. I have gone over this matter several times with the
<br />Engineering Department and the p~an as outlined here represents their b~st thought and I believe
<br />it is the most economical thing to do."

<br /> Mr. Oast moved to defer action on this matter until the next regular meeting and the City
<br />Manager be instructed to investigate and find if the money can properly be appropriated from
<br />Oemetery Fund and if not from what fund. The motion was adopted.
<br />
<br /> 2nd. "I would like ~o call your attention ~o a matter which has been before the Council
<br />several times, namely~ building a bridge from West Park View to Shea Terrace at Leckie St.
<br />As you know, permis sion, which is good for only one year, has been granted by the U. S. Engineer-
<br />lng Department and themonthsa~e passing rapidly. I believe, ~s s~ated to you before, if this
<br />bridge were built, it would increase property value~ in that section. If the Council concurs
<br />in the opinion that it would be well to construct this bridge at the present time,, permission
<br />could be granted me~o ask~forbids ont~is wor~ along with the cemetery and park bridge. As
<br />previously outlined to you, the West Par~View ~ridge is to be a,wooden structure, without draw,
<br />similar to the new Westhaven bridge'leading frOm N~t~rview.# ~

<br /> There is nothing further to report at this time. I would llke, however, to repeat
<br />my suggestion that members of the Council visit the office atttheir convenience, and see what
<br />is really being done and become acquainted with the work, which will be understood better in
<br />that way than if explained in a letter.#

<br />UNFINISHED BUSINESS
<br />
<br /> The following ordinance, which had been placed on first reading by Council March llth, was
<br />taken up and read:
<br /> An Ordinance to Amend and Re-ordain Sul~-~e.O~ion "L" of Section 383 of Code
<br />of the City'of Portsmouth, relating to the Speed of Street Cars.
<br />
<br /> On motion of Mr. Cast, ~he ordinance was referred back to the Oity ~anager and City
<br />Attorney to work out an ordinance that will put the same speed limit on street cars as is now
<br />put on automobiles.
<br />
<br /> The daily financial report of the Accounting Department for the day ended March 2~th
<br />was received and was ordered to be filed.

<br />NEY BUSINESS
<br />
<br /> A bill was received from R. H. ~yers, Deputy Personal Property Oollector, to amount of
<br />$3~.25, for collection delinquent personal property taxes, fo= period Dec. lO, 1929, to March
<br />l?, 93o.
<br /> On motion of Mr. Maupin, aspeCi~l appropriation of $3~.25 was allowed to pay said bill,
