<br /> The minutes of the regular meeting April 8th were read and were approved.
<br />
<br /> The 0ommittee appointed April 8th to prepare a resolution concerning H. R. Bill 9039 to
<br /> "Re~late Repair Work on any V~ssel of the U.S. Navy," presented the following resolution:
<br />
<br /> "WHEREA~, it has come to the a~'tention of the OounoiI of the 0ity of Portsmouth, Va.,
<br /> that on January 23rd, 1930, there was introduced in the House of Representatives of the United
<br /> States, by Representative McOormick of Massachusetts, a Bill designated H. R. 9039 to "REGULATE
<br /> REPAIR WOP~ ON ANY VESSEL OF THE UNITED STATES NAVY," and ~
<br />
<br /> WHEREAS, the provisions of said Bill are as follows:--
<br />
<br /> 'That no repair work on any-vessel of the United States Navy shall be oerformed by of-
<br />ricers or enlisted men other than necessary repairs, at sea, or repairs in a ~oreign port to
<br />enable the vessel to reach a United States naval station, and that no maintenance work ~hall
<br />be performed by the officers or enlisted personnel of the United States Navy at any naval
<br />s~ation or naval base in the United States or.any of its possessions where civilian employees
<br />or mechanics are available to perform~said work,'~ and
<br />
<br /> WHEREAS, it is the opinion ~f the members of this Council that the Bill as introduced
<br />is just and equitable and should, in all fairness, be adopted.
<br />
<br /> THEREFORE,~ BE IT P~SOLVED, that a. copy of this resolution be sent to the Hon. Claude
<br />A. Swanson ~nd the Hon. Oarter Glass, members of the' Senate, and to Hon. Men, cum Lankford,
<br />member of the House, with the request that they use their best efforts ~ooking to the passege
<br />of said Bill."

<br /> On motion of Mr. Ogg, the resolution was adopted.
<br />
<br /> The following commnnications were read from the City Manager:
<br /> let. "As all the domestic
<br />water consumers in Portsmouth and Suffolk, who were not metered at the time the present city
<br />ordinances were passed, s~re now supplied through meters, ~r. Davis, Supe~rintendent of the Water
<br />Deps~ment, recommends to me that Section 308 of the city ordinance which refers exclusively
<br />to .unmetered consumers, be rescinded to make the Oity ordinance explicit ~ud to conform to
<br />established practice. I recommend that Section 30? ~d) of the 0ity ordinance be amended by
<br />adding immediately s~fter the schedule of rates, the following paragraph:
<br />
<br /> 'As the meter registration is in cubic feet,~ and gallons used will be calculated
<br /> at the rate of seven a~d one-half gallons per one cubic foot.'
<br />
<br /> I recommend that the ordinance be changed ~s indicated Sbove, ~s this will bring the
<br />ordinance up to date, since the City has been met~red."

<br /> On motion of ~r. Maupin, the ordinanceswere placed on first reading.

<br /> 2nd. "Attached you will find amendment to our city ordinance in regard to street ob- '
<br />s~ructio~s. Chief Broughto~, has explained to me that we ha~e ri.ct sufficient law to control
<br />the continuous amount of street obstrUction, and the many oo~plaints caused therefrom, and
<br />s~uggests the following amendment, so that the Police Department may p~operly control the matter
<br />mcr the welfare of ail concerned.
<br />
<br /> I see nothing u~ureasonable in the proposed amendment and I recommend its passage
<br />if mpproved bythe Oity Attorney; if not, a similar ordinance to be drawn by the City Attorney
<br />which would take care of the situation."
<br />
<br /> AN ORDINANOE TO amend and re-ordain Section 344 of the Oity Oode.
<br />
<br /> On motion of Mr. Oast, the ordinance was placed on first reading.
<br />
<br /> 3rd. "There willbe due June t, 1930 $13,500. paving redemption bonds,
<br />1900, at 4% interest.
<br />

<br /> I recommend that the Oouncil request the Sinking Fund to pa~these bonds."
<br /> On motion of Mr. Oast, the recommendation of the M~nager was concurred in.
