<br />in p~rticular to report in regard to the assessment, except progress." On motion, the communication was ordered to be filed.

<br /> 2nd. "I was requested to obtain information in regard to the request of the Seaboard
<br />Air Line Railway to replace s~fety gates in Portsmouth with flashlight signals. Attached you
<br />wilt find copies of letters from Aberdeen, N. 0. and Starke, Fla. where this system has been
<br />installed. ~r. O. E. Avery,' Yardmaster of the Seaboard in Portsmouth, states' that there is
<br />one manually controlled light ~ow in use in Raleigh, N.O. and within a few days instsllation
<br />will begin in Richmond,Va. I am also attaching copy of ~ajor Broughton~s report of check on
<br />traffic at The various c~ossings..

<br /> 3rd. "The $375,000. worth of hotes recently authorized by the 0ouncil have been purchased
<br />by the American National Bank, bearing 5% interest, payable at maturity, with a premium of
<br />$2,400.00."

<br /> 4th. "2here will be due on June 26th, 1930, $300,000. worth of notes, payable at the
<br />Ohase National Bank, New York City, bearing interest at the rate of six per cent. Attached
<br />you will find an ordinance authorizing the re-financing of this loan.

<br /> I respectfully re~uest that you pass this ordinance on its first reading- notes
<br />not to bear interest greater than six per cent."

<br /> An Ordinance Authorizing the Borrowing of Three Hundred Thousand Dollars, in Anticipation
<br />of the Collection of the Revenue for the Year 1931, and Providing for the Issuance of a Note
<br />or Notes Therefor.

<br /> On motion of ~r. ~aupin, the ordinance was placed on first reading.
<br />
<br /> 5th. ~The petition of the School Board for the construction of sanitary toilet building
<br />at the Brighton School, was referred to me for investigation and report, at the last Council
<br />meeting.
<br />
<br /> I have talked this matZer over with Mr. Hunt several times also, since the last
<br />Oounoil meeting and I am herewith submitting plans, which, from which I ce~ observe, are not
<br />elaborate. Bids have been received and an appropriation of $3,900.00 will be necessary for
<br />t'his work. Dr. Roper states that the sewerage disposal at this school has been very unsatis-
<br />factory from a sanitary standpoint, and he, as you know, has joined with the School Board
<br />in asking that the work be ~one at the earliest possible date. The school is about to close
<br />and it .is a splendid time'for the work to begin and I recommend that an apPropriation of $3,900.
<br />as requested by The School Board, be made available out of the new sewerage bond fund. There
<br />is a ~al~nce of $18,675. in that fund at the present time. I believe, with the large number
<br />of children attending this school, and havin~ the money available, it is a legitimate charge
<br />agains~ this fu~d. There were five bids received
