<br />Gentlemen:-
<br /> I requested-MaYOr BrOoks to call a conference-Of the Oity Oounoil on the follow-
<br />ing matter:
<br />
<br /> ~ .Unde~vst,a~dlng that the State Highway Oommission had practically decided to allo~
<br />cate $250,000. for a new.road to be ~mown ~s route t~327 from Suffolk coming ~in at a poin~
<br />at Bowers Hill ~oad ~UdAlexander~s~ O~ossing, a~d allocate $XOO,OOO, for the widening of the
<br />Suffolk Road from Hamilton Ave. at the City limits ~d Air Line Turnpike to Suffolk, to widen
<br />the shoulders, and k~owing that the widening of this old ro~dwould necessitate, the city spend-
<br />lng approximately $60,000. fo.r the~widening of the end of ou~ road at Ham~tton Ave.. and piping
<br />the ditches on both sides and other ways getting the road in line~ so that there could be con-
<br />venient, continuous travel into the Oity. t talked with quite a. few members of the Chamber
<br />of Commerce Committee du~ing the past year of the advisability of bringing the road i~ &~
<br />Alexander's Crossing straight th~u to hit the city limits at High St., or ~aa nes~rlt~e~e~as
<br />possible and they endorsed 'this proposition, a~dI understood today from reliable 'authority
<br />that thePortsmouth and Norfolk County Join~ O~mmittee on Roads and Arterial ~ighw~ys leading
<br />into the City of-Portsmouth, composed of members 9f ~he Portsmouth Oity CouncxI, Norfolk
<br />Oounty Board ~f Supervisors and the Chamber of~-Gomme~ce,'isin~favor of the new proposal. A
<br />road built this way would not only save us the necessity of the outlay of this money on C~unty
<br />St. at this time, but I believe it would be more convenient travel to the City of Portsmouth
<br />a~d to my mind would have a tendency to increase values a~d would be a much better route to
<br />bring t~affic into the City through High St. than going the Gouh~y St. route; ~ud again, it
<br />would .certainly be very helpful to our ferries and to my mind would mean ~Ach to our merchants.

<br /> Yesterday, I took the matter up with ~jOr Truxton e£~ the State Highway Commission
<br /> and endeavored to show him that it meant a good deal to the Olty ef Portsmouth and the County
<br /> of Norfolk and would he a convenience to the traveling pUbliC to b~ng these people thrm our
<br /> cities from this poin~ rather~th~n following the old Airline road into Oounty St. He stated
<br /> to me that they were ~o~i~egi~ widening the shoulders at Hamilton Ave. and would st~vt work
<br /> to that end in a~p~oximately~two weeks and work towards Suffolk a~d suggested that I have the
<br />Portsmouth City. Cemmcil ba~o~k~. the proposition as suggested to me in lieu of the proposed
<br />shoulders on the~cld Airline or County St.. road from Hamilton to s O~ossing, that
<br />the State built%~his new roadwhich would meet th~ new ~27. rout~ ~nd come straight
<br />thra to High St. He said that if there was any delay on.the this road stmrting
<br /> at this point, he wanted official action of the City ~ouncal on m . He spoke very favorably
<br /> of this new roacl and I believe he is much interested and my opinion is that it is to the very
<br /> best interests of the Oity of Portsmouth to have. the road Constructed in this man, er. However,
<br /> I have done what I could in the sho~t time, to ~ather the data by the Engineering Department
<br /> which I am p~epa~ed to present tonight~ showing how this new proposed road is to go and I am
<br /> satisfied that ~ajor Truxt~uwill consid-er the official action of the. City Council before
<br /> definite action is taken on this matter.

<br /> This meeting was called tonight because of the statement by Major Truxtun
<br />that it was the intention of the Highway Oommission to start work on the shoulders at Hamilton
<br />Ave. in a short while and that Mr. Shirley was out of the City and that he would have to get
<br />in touch with him on any new plans which~might be considered.
