Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, Acting City <br />Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Johnny Clemons opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Hawks, to approve <br />the minutes of a Called Meeting on October 9, 1995; a Regular <br />Meeting on October 9, 1995; and a Called Meeting on October 17, <br />1995; and was adopted by unanimous vote. <br /> <br />95-469 Proclamation presented to Margaret Seals for "Merry <br />Makers Club Day". <br /> <br />95-470 Proclamation presented to Ron Rubin for "Check Your <br />Smoke Detector Day". <br /> <br />95-471 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />95-472 Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on permanent <br />relocation of Washington Park residents. <br /> <br />2. Frank Thomson, Jr., 303 Malboro Road, spoke on legislation <br />for funding of education and various other topics. <br /> <br />3. Charlie Riddick, 718 Henry Street, spoke on crime in the <br />Washington Park area. <br /> <br />4. Regina Hinton, 716 Lincoln Street, spoke on the appraisal <br />process for the homes on Lincoln Street. <br /> <br />- JOINT PUBLIC HEARINGS <br /> <br />95-473 Joint public hearing with the Portsmouth Redevelopment <br />and Housing Authority to obtain citizen views and conu~ents on <br />the Proposed 1996 Action Plan for the City of Portsmouth. <br /> <br />1. Jamie Adair, 362 Washington Street, spoke in support of <br />funding for PARC. <br /> <br />2. Carleen Smith, 166 Webster Avenue, spoke in support of the <br />1996 Action Plan. <br /> <br />3. Louise Walden, 514 Nansemond Street, spoke in support of the <br />1996 Action Plan. <br /> <br />4. Mary Curran, 201 Riverside Drive, spoke in support of the <br />1996 Action Plan. <br /> <br />5. Rafiq Zaidi, 506 Dinwiddie Street, spoke in opposition to the <br />1996 Action Plan. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />allow Mr. Johnson two additional minutes, and was adopted by a <br />vote of 5-2 (Hawks, Webb). <br /> <br /> <br />
