Scott in keeping the accounts charged in their proper places. <br /> <br /> In the Department of Public Welfare, there is an increase of $1,335. caused by <br />the necessity of extending water llne to the City Home and making improvements and addition <br />to the present colored quarters. The building is so old and room so limited, we are forced <br />to turn aw~yworthy applicants for entrance. <br /> <br /> The increase in the market appropriation is made necessary by the insufficient <br />appropriation to care for additional repairs for next year. There is also an increase in <br />the appropriation for the Electrical Division of the Department of Public Sa~fety-~this is <br />due to the necessity of purchasing a new truck. The one in present use is approximately <br />six years old. <br /> <br /> _ I am recommending for the Schools the same appropriation as was made for 1930- <br />$333,394. plus the interest and sinking fund $49,255., making a total of $382,649. I also <br />recommend that the following accompany the appropriation for the Schools: <br /> <br /> 'If the School Board receives during ~he year 1931 from other so,.roes than the <br />Oity$. over $93,0~4)., the amount estimated by the School Board, then the difference between <br />$93, .~. and the amount actually received, shall be deducted from the appropriatzon made by <br />the Ozty.' <br /> <br /> I would like to add that there are many requirements which I might say are almost <br />essentials, running into thousands of dollars, which I have been forced to eliminate from <br />the requests of the departments. The budget as submitted represents my best thought and re- <br />commendation for a limited service, to the taxpayers, after taking care of our necessary obli- <br />gations." <br /> <br /> On motion, the communications were referred to the meetings at which the 1931 Budget <br />will be considered. <br /> <br /> 3rd. "There will be due December-26th, 1930, $225,000 worth of Portsmouth City notes, <br />payable mt the Ohase National Bank, New York Oity, interest at 6% payable at maturity. <br /> <br /> Attached you will find caption of ordinance which I request be placed on its <br />first reading tonight." <br /> <br /> An Ordinance Authorizing the Borrowing of Two Hundred and Twenty-five Thousand ($225,000.00) <br />Dollars, in Anticipation of the Oollection of the Revenue of 1931, and Providing for the Is- <br />sus~aoe of a Note or Notes Therefor. <br /> <br /> On motion of Er. Bilisoly, assessors, <br />referred to us to be reported on at this meeting, we beg to state that in view of the fact <br />that the assessors have completed their assessment, according to a notice which we have this <br />day received from them and have turned over to the clerks the valuations made by t'hem, we <br />think that there will be no conflict in the ordinance requiring them to complete their work <br />by December 1st. There i~ nothing remaining to pre~ent the clerks from preps~ring the Land <br />Books, which will begin tomorrow morning and should be completed within about six weeks' time. <br />As the ~ssessors werenot compelled to do the clerical work, the Oity would have no right to <br />penalize them under the ordinance. It was impossible for the clerks to prepare the Land Books <br />until the aseessment was completed, and this now having been dbne the books will forthNith <br />be written.
