2nd. ~I have- ~his~day: received a report from Oheston H,. Markham, who states that the
preparation of th~ 'land books containing new values~ fixed in the reaseessment of real estate
last year, was completed by January let, as required by law,-and the recapitulation has been
forwarded to the State Department/of'Taxation. The. books are in the hands of the printer
being bound and-will ~e returned Thursday of this week'and copy~witl be supplied the Commis-
sioner of Revenue and the Clerk of 0curt; the third copy will be available ~o the Board of
Equalization from that date on.
Before the land books were finished, I reported to the Oeuncil, on an estimate
made by Mr. Markham, that the amount of reduction would be $~,350,OOO. Because of the condition
of the records'at the time the assessment w~s made, with the work of transferring the lists
still under way, and the assessors starting the public hearings, it was impossible-to acc~drate-
ly determine the amount-of reduction. Mr. Markham states that in the hearings, the assessors
m~de further reductions in values which could not be ~stimated at the time he made the first
estimate. The recapitulation for,the assessment, compared with the '1~30 land books, shows
the total loss in v~lues at $4,676,710. The old assessment was $30,.205,1~4), the new
Portsmouth, Va.

Dear Sir:
The Council ~ommi~tee appointed by you for the purpose of looking into the matter
of co-operating with the BalIard interests and others in the development of Scotts Oreek,
respectfully submits the following report:
'The c~st 6f~rainage-in-caring for the fill presents a problem. We do not feel the Olty
should undertake to do the work either as a city project or otherwise.
The areas chosen by the~Oommittee as ~he most logical for the disposal of the dredged~
fill are those designated on map as areas A, D and part of area E.
Area A is the Bear Trap site owned by the A. 0.L. Railroad and would entail a cost of
abomt $2,60OG, for.dikes to retain fill, with no immediate benefits accruing to the Oity.

Area D is the creek and marsh between Spratley and ets. which will cost e~pro-
The benefits to
ximat~ly .$21~0OO.OO for drains and bulkheads ~o. make
the City will be re~lected in increased valuation of an~ a physical connection be-
tween Park View and West Park View at Spratley~$t. There Will be~abo-t 325,900 squa.re feet
of land filled, which, at an as~ss~eAt of 1 1~2 cts. pe~ Square ~oot agalns~ propex~y owners
for this improvement, would realize about $~,~?5-
The~ portion of area E east of where the A,O.L. Railroad crosses the creek, will ~ake on,ly
about 16,000 cu. yds. of fill, bu~.t can be utilized without any cost for permanent imp=ovemenms
at ~prese~t. The 01ty would ben'efxt 'to-the extemt of i~acreased valuation on about lOC,COO
square feet of property which would be partis~lly filled.

The city now lacks a free small beat harbor and being in the path of much w~ter-borne
traffic, must lose some business which might be done locally if a place were provided for Safe
anchorage and the ~cking of small craft. The site at Elm. Ave. ,_wh.ile n~ot. _t.he mos.t advanta.geous
we might select~ will at least provide a facility we now wholly xac~ aha wllz sureAy prove mo
be of some benefit. The Oity would have to be guaranteed that sufficient dredging wouId be
done 'to ma~e the site available and ~hat the fish and oyster interests will not usurp all of
the facilities provided for in the guarantee.

2he city will lose f~illlng s~ace for trash ~oollected in the adjadent territory, but will
have sufficient areas left to p~ovide for three or four .years filling, and at the end of thmt
Peri°d, will h~ve to increase hauls aPPromimately I, OOO ~to to the other arm of Scott's 0reek.
