Stewart, 7. <br /> 'Also the 0ity Man,ger. <br /> <br /> The minutes of the regular meeting January 27th were read and were approved. <br /> <br /> The following communication, ~vhich had been laid on the table until this meeting, was <br />taken ~p: <br /> #Portsmouth, Va., Jsmua~y P6, 1931. <br />Honorable City ~ou~cil, <br />Pom~smouth, Virginia. <br /> <br />Gentlemen:- <br /> <br /> The following long term bonds will be due in 1931: <br /> <br />March 1st, 5th Ward Paving & Grading Bonds, ~%.. .$ 50,000.00 <br /> <br />Total .......................................................... $ 61,500.00 <br /> <br />Very tz~zly yours, <br /> <br />L. Brinson, City Clerk & Auditor." <br /> <br /> On motion of Mr. Hutchins, the communication was continued on the table-until the <br />next regular meeting of Council. <br /> <br /> A bill was read fro~ J. Shirley Hope~ State Game Warden, to amount of $185.00, for services <br />rendered in des~roying,?~ tagless dogs $ $2.50 each. <br /> On motion, th~ Treasurer was ~uthorized to pay said bill, out of funds on hand from <br />collection of Dog Taxes. ~ <br /> <br /> The following communication was read: <br /> <br />Honorable Oity Oouncil, <br />Portsmouth, Virginia. <br /> <br />"Po rtsmouth, Va., <br /> <br />February 10, 1931. <br /> <br />Gentlemen:-- <br /> <br /> On January 28, 1931, I ~eceived a letter f~om N~. Frank C. Hanrahan, City Manager, <br />advising me that effective March 1, 1931, my services with the City would be dispensed with. <br /> <br /> I wish to enter my most eaau~est protest against the action of the Oity Mamager~ <br />Ln dismissing me from the services of the City,based on Section 6-~, 0ity Manager Plan, Page <br />6?8, Acts of the General Assembly of Virginia of 1916, as to appointment and dismissal of <br />Oity Office~s and employees in the financiaX, legal a~d Judicial departments and the clerical <br />and other attendants of the Oou~cil, and also Ordinances of the City. <br /> <br /> I desire to be given an opportunity of personally appea~ing before the Council <br />February loth, and prese~ting further evidence to bear out my contention. <br /> <br />Very respectfully youms, <br /> <br /> (Mrs.) M. Boncer, who <br />spoke as to the statements contained in her letter. <br /> The City Manager made a statement of his position in the matter. <br /> <br /> On motion of Mr. Mayo, the 0ity Attorney was instructed to give his opinion at the next <br />regula~ meeting of the City Oouncil as to the legal authority of the City Manager to dispense <br />wI~h the services of Mrs. Boncer,'Assistant City Clerk & Auditor, effective March 1, 1931. <br /> <br />The following communication was read: <br /> <br />The Honorable Oouncil, <br />0ity of POrtsmouth, <br />Va. <br /> <br />"Norfolk, Va., <br /> <br />February ?, 1931. <br /> <br />Dear <br /> <br /> It has been the impression of this organization that the rates now in effec~ on <br />the ferries plying between the cities of Norfolk and Portsmouth are somewhat higher than the <br />rates of simila~ ferries in other sections of the country. It is possible that special cir- <br />cmmstan~es justify this difference. Before taking a public stand on the question, we feel <br />that we owe you the oPPortu~ty of demonstrating the reae~mableness of the present rates. <br /> <br /> We would be pleased if you could afford our committee the privilege of examining <br />the last audt~ of the ~erry Oompany. We understand that such permission can be given only by <br />you and the Supervisors of Norfolk County. If we find, from such examination, that the rate~ <br />of retu~a is reasonable, we assure you that we will push ou~ inquiry no fur~hez. <br /> <br /> <br />
