Dear

It has been the impression of this organization that the rates now in effec~ on
the ferries plying between the cities of Norfolk and Portsmouth are somewhat higher than the
rates of simila~ ferries in other sections of the country. It is possible that special cir-
cmmstan~es justify this difference. Before taking a public stand on the question, we feel
that we owe you the oPPortu~ty of demonstrating the reae~mableness of the present rates.

We would be pleased if you could afford our committee the privilege of examining
the last audt~ of the ~erry Oompany. We understand that such permission can be given only by
you and the Supervisors of Norfolk County. If we find, from such examination, that the rate~
of retu~a is reasonable, we assure you that we will push ou~ inquiry no fur~hez.
